Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It
does so by providing services and advice to governments and migrants.

Under the direct supervision of the Family Assistance Programme (FAP) Project Coordinator,
coordinating, monitoring, and managing the implementation of the FAP Afghan caseload
reunification, resettlement, and evacuation caseloads.

**_Core Functions / Responsibilities: _**

1. Ensure the overall implementation of the Afghan caseload’s assistance in Iran, Pakistan
and Türkiye (and otherwise required), including the oversight of the logístical, and
technical aspects in accordance with IOM’s policies, practices and global standards as
well as relevant requirements, guidelines and grant agreements with the donor.

2. Identify opportunities and challenges related to the implementation of the Afghan caseload
and advise FAP senior management on more effective programming both in countries of
origin and destination. This includes the identification of problems that beneficiaries might
have to access FAP programme and propose and execute, if feasible, alternative
solutions.

3. Manage close coordination on day-to-day activities with the National Officers in Iran,

Pakistan and Türkiye to ensure smooth and efficient operation. This also implies providing
proper capacity building to staff working with the Afghan caseload, aimed at ensuring
quality of FAP services, according to donor and institutional standards.

4. Monitor the implementation of operations according to workplans of a given period, that
need to be properly approved by supervisor; document and evaluate results remotely;
identify the causes of deviations and bottlenecks and recommend and implement
corrective actions in coordination with FAP senior management. Monitor budget
implementation in all three countries and propose adjustments as necessary.

5. Manage effective coordination between remote team in Istanbul with Islamabad and
Tehran to ensure the remote document completeness check activities and all day-to-day
smooth operations.

6. Promote and contribute to the integration and mainstreaming of gender, PSEA, protection,
human rights, and other pertinent cross-cutting issues into programme implementation.

7. Identify potential areas for programme development and contribute to the development of
new potential phases by selecting and summarizing background information, assessing
the local context in each country and drafting segments of project proposals. This implies
monitoring decisions of the German Government, and other countries that support
humanitarian assistance of Afghan populations, to identify opportunities that can be
addressed through FAP.

8. Use the program monitoring, evaluation, and reporting tools to ensure proper follow-up of
the Afghani caseload. Contribute to information management including awareness raising
and visibility, info-sheets, website updates and other relevant information-sharing
materials.

9. Contribute to the elaboration and dissemination regarding Afghan operation reports for the
donor, ensuring timely submission and compliance with donor and IOM requirements.

10. Ensure that all conditions in the project proposal signed between IOM and the German
government are adhered to by the staff under his/her daily supervision.

11. Participate in the development and adjustment of methodologies, SOPs, contingency
plans, approaches, and standard operations procedures to respond to emerging
challenges in the new FAP centers through a consultative process with FAP senior
management other relevant parties in IOM Country Office if required.

12. Manage day-to-day activities in the FAP, ensuring smooth and efficient operations in close
coordination with FAP Senior Management, including liaising with the German consulate
representatives and other relevant stakeholders, as well as coordinating and overseeing
logístical and administrative support as requested.

13. Ensure an adequate level of staffing to perform the office duties and ensure to timely
arrange recruitment of project staff as needed in close coordination with FAP Senior
Management and FAP National Officers in all three locations (Istanbul, Islamabad, and
Tehran). Conduct the performance evaluation of staff under direct supervision and take
relevant actions in case of underperformance.
