Information Technology Specialist

**Duties**:

- Applies advanced IT principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures
- Develops and interprets policies, procedures, and strategies governing the planning and delivery of IT services throughout the organization.
- Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
- Applies methods for identifying and resolving IT workforce issues. Develops goals and objectives to support the organization's Information Technology Strategic Plan.
- Using knowledge of the interrelationships of multiple IT disciplines, advises senior management and other senior IT professionals on solutions to a wide range of IT issues.

- A one-year probationary period may be required.
- Possesses satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-13, to include a Tier 3 background investigation.

**Qualifications**:
**Experience, education and/or specialized training sufficient to demonstrate a mastery of and skill in applying**:

- IT theories, principles, concepts, standards, and methods;
- IT policy and planning concepts and practices;
- Interrelationships of multiple IT disciplines;
- Methods, approaches, and practices for managing communities of interest involved in development and implementation of IT architectures, investment planning, e-government, and other IT related legislative and policy initiatives.
- **Best Qualifying Criteria**:
- Possess one of the following DoD Approved 8570 Baseline certifications for IAM Level III (e.g., CISM, CISSP, GSLC, CCISO).
- Possess an active Project Management Professional (PMP) certification from the Project Management Institute.
- Possess at least three (3) years' experience managing enterprise architecture projects and initiatives.
- Possess at least three (3) years' experience performing Contracting Officer's Representative (COR) duties.
- Possess at least three (3) years' experience performing Information System Security Manager (ISSM) duties.
- Possess at least three (3) years' experience performing complex technical IT support to large and varied user contingent.
- Possess at least three (3) years' experience managing IT systems through the Risk Management Framework (RMF) process using Enterprise Mission Assurance Support Service (eMASS), Army Portfolio Management Solution (APMS), and Information Technology Approval System (ITAS).

**PCS Costs**
- Payment Permanent Change of Station (PCS) costs is authorized, based on a determination that a PCS move it is in the Government's interest.

**Pay-Band Allowances and Differential**s
- Sunday premium pay may be authorized by the Garrison Commander. **_If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay._** Sunday premium may be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
- Night differential may be authorized by the Garrison Commander. Night differential may be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.

**Incentives and Bonuses**
- Incentives will not be paid.

**Foreign Overseas Allowances**
- Allowances, differentials, or incentives will be paid. These allowances may include Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA) and requires a Transportation Agreement in accordance (IAW) the provisions of the Department of States Standardized Regulations (DSSR).
- Post allowance may be paid in accordance with the Department of States Standardized Regulations (DSSR), contingent upon eligibility.
