Position Overview

We are seeking a Programme Accountant (A2) to enhance our Finance Section. This role entails overseeing the financial management and reporting of externally funded initiatives that ECMWF is involved in, particularly focusing on the Copernicus Project financed by the European Commission (EC). You will ensure adherence to the relevant delegation agreements and ECMWF's financial policies.

The selected candidate will report directly to the Senior Programme Accountant and will be part of a dedicated and skilled team responsible for managing the EC-funded projects at ECMWF.

The European Centre for Medium-Range Weather Forecasts (ECMWF) is a leading institution in weather and environmental forecasting. ECMWF has established a strong collaboration with the European Union, entrusted with the execution and management of the Destination Earth Initiative and the Climate Change and Atmosphere Monitoring Services of the Copernicus Programme. Our work also encompasses High Performance Computing and the development of digital tools that enhance our data and product offerings related to weather, climate, air quality, and disaster prediction and monitoring.

As a multi-site organization, ECMWF operates from various locations, allowing for a flexible work environment that accommodates both office and remote work arrangements.

Key Responsibilities
  • Oversee the creation and dissemination of quarterly, annual, and ad-hoc financial reports as stipulated by the Copernicus Contribution Agreement, collaborating with both internal and external stakeholders, and addressing inquiries from the European Commission while possessing expert knowledge of all accounting transactions related to the programme.
  • Lead the budgeting and forecasting activities for the Copernicus Programme, focusing on third-party engagements, and provide variance analyses for organizational sharing while liaising with budget managers.
  • Ensure compliance with both external and internal regulations, providing explanations as necessary.
  • Coordinate with internal and external auditors and other relevant entities regarding financial responsibilities.
  • Manage cash flow forecasts, generate regular cash flow projections for the programme, and uphold the integrity and efficiency of cash management practices.
  • Conduct financial assessments of procurement proposals for operational services related to EC-funded programmes and monitor the financial performance of contractors.
  • Contribute to specific sections of the Financial Statement of Accounts prepared under International Public-Sector Accounting Standards (IPSAS).
  • Provide general assistance to the Finance Section.
Qualifications and Skills
  • Proactive and solution-oriented, with a solid grasp of the financial, commercial, and strategic implications of ECMWF's initiatives.
  • Ability to articulate complex financial concepts to scientific and technical personnel lacking a financial background, fostering a mutual understanding of issues and potential solutions.
  • Exceptional writing and presentation capabilities, with the ability to convey financial matters in accessible terms.
  • Capacity to manage multiple conflicting priorities and urgent tasks under tight deadlines.
  • Willingness to embrace change and consistently seek enhancements in financial controls and processes.
  • Strong communication skills, with proven experience in collaborative project work.
  • Robust analytical and organizational skills are essential.

Education

  • A relevant university degree (EQF Level 7) along with an internationally recognized professional accountancy qualification is mandatory.

Experience and Knowledge

  • Demonstrated accounting experience, preferably within the public sector and in an international context.
  • Significant experience in financial contract management and project/programme financial evaluations.
  • Experience in statistical analysis for decision-making reporting, utilizing core accounting systems and report writing tools.
  • Proven track record in developing and refining financial control processes.
  • Experience in an international, multidisciplinary, and multilingual environment.
  • Familiarity with the European Commission, its Agencies, and intergovernmental organizations is advantageous.
  • Proficient knowledge of Business World (formerly Agresso) is a plus.
  • Understanding of accounting within the IPSAS framework is beneficial.
  • Advanced proficiency in MS-Office (Word and Excel) is required.

Additional Information

Grade remuneration: Successful candidates will be compensated according to the scales of the Co-ordinated Organisations. Detailed salary scales and allowances are available on the ECMWF website.

Relocation: Candidates are expected to relocate to the designated duty station. ECMWF supports a hybrid working model that allows for a combination of office and remote work.

Interviews are anticipated to be conducted via videoconference.
