Position Overview

We are seeking a Programme Accountant (A2) to become a vital part of our Finance Section. This role entails overseeing the financial management and reporting of externally funded initiatives in which ECMWF is involved, particularly focusing on the Copernicus Project financed by the European Commission (EC). You will ensure adherence to the relevant delegation agreements and ECMWF's financial regulations.

This position will report directly to the Senior Programme Accountant and will be integrated into a dedicated and skilled team responsible for managing the EC-funded initiatives of ECMWF.

The European Centre for Medium-Range Weather Forecasts (ECMWF) stands at the forefront of weather and environmental forecasting. ECMWF has forged a strong alliance with the European Union, tasked with implementing and managing the Destination Earth Initiative and the Climate Change and Atmosphere Monitoring Services of the Copernicus Programme. Our work also encompasses High Performance Computing and the development of digital tools that enhance our ability to provide data and products related to weather, climate, air quality, and disaster prediction and monitoring.

As a multi-site organization, ECMWF operates with a main office in Reading, UK, a data center/supercomputer in Bologna, Italy, and a significant presence in Bonn, Germany. We recognize the importance of flexibility in our work arrangements, allowing staff to blend office work and telecommuting.

Key Responsibilities
  • Oversee the creation and delivery of quarterly, annual, and ad-hoc reports as mandated by the Copernicus Contribution Agreement, collaborating with both internal and external stakeholders, addressing inquiries from the European Commission, and possessing expert knowledge of all accounting transactions related to the programme services.
  • Direct the forecasting and budgeting processes for the Copernicus Programme, primarily focusing on third-party activities, providing variance analyses for organizational sharing, and engaging with budget holders.
  • Ensure compliance with both external and internal regulations, providing explanations as necessary.
  • Coordinate with internal and external auditors and other relevant bodies within your area of responsibility.
  • Manage cash-flow forecasts, generate regular cash flow projections for the programme, and uphold the integrity and efficiency of cash management.
  • Conduct financial evaluations of procurement bids for operational services related to EC-funded programmes and monitor contractors' financial performance.
  • Address specific components of the Financial Statement of Accounts prepared under International Public-Sector Accounting Standards (IPSAS).
  • Provide general assistance to the Finance Section.
Candidate Profile
  • Proactive and solution-oriented, with a solid grasp of the financial, commercial, and strategic implications of ECMWF's activities.
  • Capable of articulating complex financial concepts to scientific and technical personnel without a financial background, fostering a mutual understanding of issues and potential solutions.
  • Exceptional writing and presentation skills, with the ability to clarify financial matters in accessible terms.
  • Adept at managing a variety of conflicting and urgent issues within tight deadlines.
  • Open to change and continuously seeking to enhance financial controls and processes.
  • Strong communication skills, complemented by demonstrated experience in collaborative project work.
  • Excellent analytical and organizational abilities are essential.

Qualifications

  • A relevant university degree (EQF Level 7) along with an internationally recognized professional accountancy qualification is required.

Experience and Skills

  • Demonstrated accounting experience, preferably within the public sector and in an international organization.
  • Extensive experience in the financial aspects of contract management and project/programme financial evaluations.
  • Experience in providing statistical analysis for key decision-making reporting, utilizing core accounting systems and report writers.
  • Proven track record in developing and enhancing financial control processes.
  • Experience in an international, multidisciplinary, and multilingual environment.
  • Familiarity with the European Commission, its Agencies, and intergovernmental organizations is advantageous.
  • Proficient in using Business World (formerly Agresso) is a plus.
  • Knowledge of accounting under the IPSAS framework is beneficial.
  • Advanced proficiency in MS-Office (Word and Excel) is required.

Additional Information

Grade remuneration: Successful candidates will be recruited according to the scales of the Co-ordinated Organisations. Detailed salary scales and allowances are available on the ECMWF website.

Candidates are expected to relocate to the duty station. ECMWF has adopted a hybrid organizational model, allowing flexibility for staff to mix office work and telecommuting.
