Financial Programme Manager

We are seeking a Programme Accountant (A2) to enhance our Finance Section. This role entails overseeing the financial management and reporting of externally funded initiatives in which ECMWF is involved, particularly focusing on the Copernicus Project funded by the European Commission (EC). Your primary responsibility will be to ensure adherence to the respective delegation agreement and ECMWF's financial regulations.
This position will report directly to the Senior Programme Accountant and will be part of a dynamic and skilled team dedicated to managing the EC-funded initiatives of ECMWF.

Operating as a 24/7 research and operational hub, we specialize in medium and long-range forecasts and maintain one of the largest meteorological data archives globally. Our success is driven by the expertise of our scientists and professionals, robust partnerships with 35 Member and Co-operating States, access to some of the world's most powerful supercomputers, and the integration of innovative technologies and machine learning in our operations.
ECMWF has established a strong collaboration with the European Union, entrusted with the implementation and management of the Destination Earth Initiative and the Climate Change and Atmosphere Monitoring Services of the Copernicus Programme. Our work also encompasses High Performance Computing and the development of digital tools that enhance our data and product offerings in weather, climate, air quality, fire, and flood prediction and monitoring.
As a multi-site organization, ECMWF operates with a main office in Reading, UK, a data center/supercomputer in Bologna, Italy, and a significant presence in Bonn, Germany. We recognize the importance of flexibility in our work arrangements, allowing staff to balance office work and telecommuting.
Key Responsibilities- Lead the creation and delivery of quarterly, annual, and ad-hoc reports as stipulated by the Copernicus Contribution Agreement, collaborating with both external and internal stakeholders, addressing inquiries from the European Commission, and possessing expert knowledge of all accounting transactions related to the programme services.
- Oversee the forecasting and budgeting processes for the Copernicus Programme, focusing on third-party activities to provide variance analyses for organizational sharing while coordinating with budget holders.
- Ensure compliance with both external and internal regulations, providing explanations as necessary.
- Engage with internal and external auditors and other relevant external entities within your area of responsibility.
- Manage cash-flow forecasts, produce regular cash flow projections for the programme, and ensure the integrity and efficiency of cash management.
- Conduct financial evaluations of procurement bids for operational services related to EC-funded programmes and monitor the financial performance of contractors.
- Contribute to specific sections of the Financial Statement of Accounts prepared under International Public-Sector Accounting Standards (IPSAS).
- Provide general support to the Finance Section.
- Solution-oriented with a solid understanding of evaluating the financial, commercial, and strategic implications of ECMWF's activities.
- Ability to articulate complex financial concepts to scientific and technical personnel without a financial background, fostering a common understanding of issues and potential solutions.
- Exceptional writing and presentation skills, capable of explaining financial matters in accessible terms.
- Capacity to manage a variety of conflicting and urgent issues under tight deadlines.
- Willingness to embrace change and continuously seek improvements in financial controls and processes.
- Excellent communication skills, complemented by demonstrated experience in collaborative project work.
- Strong analytical and organizational skills are essential.
Educational Requirements
- A relevant university degree (EQF Level 7) and an internationally recognized professional accountancy qualification are required.
Experience, Knowledge, and Skills
- Demonstrated accounting experience, ideally within the public sector and preferably in an international organization.
- Significant experience in the financial aspects of contract management and project/programme financial evaluation.
- Experience in providing statistical analysis for key decision-making reporting, utilizing core accounting systems and report writers.
- Proven experience in developing and enhancing financial control processes.
- Experience in an international, multidisciplinary, and multilingual environment.
- Familiarity with the European Commission, its Agencies, and intergovernmental organizations is a strong advantage.
- Proficient working knowledge of Business World (formerly Agresso) is advantageous.
- Knowledge and experience in accounting under the IPSAS framework would be beneficial.
- Advanced proficiency in MS-Office (Word and Excel) is essential.

As a multi-site organization, ECMWF has adopted a hybrid model allowing flexibility for staff to mix office work and telecommuting.
