Position Overview

We are seeking a Programme Accountant (A2) to enhance our Finance Section. This role entails overseeing the financial management and reporting of externally funded initiatives in which ECMWF is involved, particularly focusing on the Copernicus Project financed by the European Commission (EC). You will ensure adherence to the respective delegation agreement and ECMWF's financial policies.

This position will report directly to the Senior Programme Accountant and will be part of a dedicated and skilled team responsible for managing the EC-funded initiatives at ECMWF.

The European Centre for Medium-Range Weather Forecasts (ECMWF) is a premier institution in weather and environmental forecasting. As an international entity, we provide our members and the broader community with vital global weather forecasts and data essential for addressing the climate crisis. Operating as a 24/7 research and operational hub, we focus on medium to long-range predictions and maintain one of the largest meteorological data repositories globally. Our success relies on the expertise of our scientists and specialists, robust partnerships with 35 Member and Co-operating States, and cutting-edge technologies including machine learning.

ECMWF has established a strong collaboration with the European Union, tasked with executing the Destination Earth Initiative and the Climate Change and Atmosphere Monitoring Services of the Copernicus Programme. Our work also encompasses High Performance Computing and the creation of digital tools that enhance our data and product offerings related to weather, climate, air quality, and disaster prediction and monitoring.

With a multi-site structure, ECMWF operates a primary office in Reading, UK, a data centre/supercomputer in Bologna, Italy, and a significant presence in Bonn, Germany. We value flexibility in our staff's work arrangements, allowing a blend of office and remote work options.

Key Responsibilities
  • Oversee the creation and delivery of quarterly, annual, and ad-hoc financial reports as stipulated in the Copernicus Contribution Agreement, collaborating with both internal and external stakeholders, and addressing inquiries from the European Commission while possessing in-depth knowledge of all accounting transactions related to programme services.
  • Direct the forecasting and budgeting processes for the Copernicus Programme, primarily concerning third-party activities, and provide variance analyses for organizational dissemination while coordinating with budget holders.
  • Ensure compliance with both external and internal regulations, providing guidance as necessary.
  • Engage with internal and external auditors and other relevant bodies within your area of responsibility.
  • Manage cash flow forecasts, produce regular cash flow projections for the programme, and uphold the integrity and efficiency of cash management.
  • Conduct financial assessments of procurement proposals for operational services related to EC-funded programmes and monitor contractors' financial performance.
  • Address specific components of the Financial Statement of Accounts prepared under International Public-Sector Accounting Standards (IPSAS).
  • Provide general assistance to the Finance Section.
Candidate Profile
  • Proactive and solution-oriented, with a strong grasp of evaluating the financial, commercial, and strategic impacts of ECMWF's operations.
  • Ability to articulate complex financial concepts to scientific and technical personnel lacking a financial background, fostering a shared understanding of issues and potential solutions.
  • Exceptional writing and presentation capabilities, with the ability to convey financial matters in accessible terms.
  • Capacity to manage multiple conflicting priorities and urgent tasks under tight deadlines.
  • Willingness to embrace change and continuously seek enhancements in financial controls and processes.
  • Excellent communication skills, with proven experience in collaborative project environments.
  • Strong analytical and organizational skills are essential.

Educational Background

  • A relevant university degree (EQF Level 7) and an internationally recognized professional accountancy qualification are required.

Experience and Skills

  • Demonstrated accounting experience, preferably within the public sector and in an international organization.
  • Significant experience in financial management of contracts and project evaluations.
  • Experience in statistical analysis for key decision-making reporting, utilizing core accounting systems and report writing tools.
  • Proven track record in developing and refining financial control processes.
  • Experience in an international, multidisciplinary, and multilingual environment.
  • Familiarity with the European Commission, its Agencies, and intergovernmental organizations is advantageous.
  • Proficient in Business World (formerly Agresso) is a plus.
  • Knowledge of accounting practices under the IPSAS framework is beneficial.
  • Advanced proficiency in MS Office (Word and Excel) is essential.

Additional Information

Compensation: Successful candidates will be recruited according to the scales of the Co-ordinated Organisations. Detailed salary scales and allowances are available on the ECMWF website.

Candidates are expected to relocate to the designated duty station. ECMWF has adopted a hybrid organizational model, allowing flexibility for staff to combine office work and telecommuting.
