- As a result of this consultancy, the Secretariat will have: a) An operational collaborative initiative to address this key threat to migratory species; b) Resource mobilization and outreach strategies as well as project proposals for implementing priority actions related to illegal and unsustainable taking of wildlife; c) Specific activities implemented in line with Decisions 14.184 and 14.185 and other relevant CMS mandates

- The consultant is expected to undertake the following tasks: a) Operationalization of the initiative: - Define its Modus Operandi;
- Ensure coordination with existing CMS Task Forces, Working Groups and other initiatives on the illegal and unsustainable taking of wildlife and develop a strategy for implementing relevant CMS mandates, identifying key gaps and priorities;
- Engage effectively with relevant stakeholders to implement the initiative;
- Support CMS engagement and participation in the Sustainable Wildlife Management (SWM) Programme and the Collaborative Partnership on Sustainable Wildlife Management (CPW);
- Design a dedicated webpage for the initiative; b) Resource mobilisation and outreach. - Develop outreach strategy, draft communication materials and identify upcoming opportunities for outreach and education activities;
- Carry out fundraising through the development of dedicated strategies, identifying funding opportunities, developing project proposals, and supporting countries in accessing available funds, such as the Global Environment Facility (GEF) funds, with the aim of mobilising resources for implementing projects addressing illegal and unsustainable taking of species. Additionally, provide inputs to relevant processes, such as the GEF9 replenishment. c) Implementation of priority activities: - Coordinate and contribute to the production of a global analysis as per Decision 14.185 b), in coordination with the existing CMS Task Forces and Working Groups and other initiatives on this topic, including the collection of data e.g. through a survey on main drivers of illegal and unsustainable taking of species, impacts on the conservation of CMS listed species, and measures used by Governments and organizations to tackle such activities;
- Facilitate educational and capacity-building activities, engaging with Parties and stakeholders including indigenous and local communities, including by engaging in regional and global fora as mandated by Decision 14.185 c) and d);
- Assist the work of the CMS Scientific Council in implementing Decision 14.184 b) on establishing a Working Group on the taking of migratory species.
- Qualifications/special skills
- At least 7 years of experience on wildlife legislation, regulation, permitting or enforcement is required;
- At least 7 years of progressively responsible experience in partnership coordination and/or project management is required;
- Experience in multi-stakeholder group coordination and on internal coordination across teams is required;
- Experience in successfully developing proposals or projects for funding by for instance the GEF, the GCF, EU funding (LIFE, H2020), private funding and/or other financial entities or donors is required;
- Experience in management of projects on unsustainable take/wildlife crime is highly desirable;
- Experience related to CMS, or other multilateral environmental agreements or (MEAs) or organizations such as CITES or FAO, and intergovernmental processes on conservation or environmental issues is desirable;
- Languages
- Fluency in oral and written English is essential. Knowledge of another CMS official language (French or Spanish) is desirable.
