**Duties**: - Serves as an Information Technology (IT) Policy and Planning expert for the European theater signal requirements. - Serves as a lead on technical, analytical and advisory functions pertinent to development of local and Enterprise IT strategic plans, and the development of short and long range IT exercise planning. - Serves as the focal point within the Enterprise concerning IT Enterprise planning and policy analysis and implementations pertinent to all aspects and stages of the information automation process. - Contributes and provides technical oversight of theater exercise Information Technology platforms utilized in the design and construction of Coalition and US Mission Federated Networks that provides transmission telecommunications traffic. - Reviews, coordinates, and advises on existing and new telecommunications techniques and develops standard operating procedures (SOP) for new information and approaches to solving communication problems. - Supports continuous process improvement (CPI) in analyzing, designing, recommending and supporting IT environment updates to state of the art technologies. - Attends, contributes and provides high level technical planning guidance for collective training and real-world missions. **Requirements**: **Conditions of Employment**: - You will be required to provide proof of U.S. Citizenship. - Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. - Two year trial/probationary period may be required. - Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. - This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment. - This position is designated "Mission Essential." In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. - This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport. - See "Additional Information" and "How You Will Be Evaluated" sections for additional requirements. - This position MAY be eligible for situational telework only, including emergency and OPM prescribed ?Unscheduled Telework?. **Qualifications**: **Who May Apply: US Citizens**Specialized and Other Experience**: One year of specialized experience which includes ensuring the IT program is in compliance with higher authority policies and guidelines; Reviewing, coordinating, and advising on existing and new telecommunications techniques; and assisting in technical evaluations and determination of requirements for IT networks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). - The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: - (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
