**Duties**:

- Serve as an Information Technology (IT) Policy and Planning expert for Network Technology Command (NETCOM) Europe.
- Provide expert guidance and advise on technical and analytical functions pertinent to development of local and enterprise IT policies, IT strategic plans, and the maintenance of enterprise IT contracts.
- Responsible for developing and maintaining strategic plans for IT investments, developing and implementing IT policy, plans, and integration guidance to be achieved by the organization within the European Theater.
- Oversees development of technical documents required to initiate actions for resources, services and projects.

**Conditions of Employment**:

- Three year trial/probationary period may be required.
- Incumbent of this position must be able to obtain and maintain Secret security clearance eligibility.
- Incumbent of this position must be able to travel for duty (TDY) up to 20% of the time.
- Required to meet training and certification requirements as a member of the Cyberspace Workforce Qualification and Management Program at the minimum Basic level within six months of appointment.
- Required to meet training and certification at the Intermediate level within 24 months of appointment and at the Advanced level within 36 months of appointment.
- The incumbent performs under the direct supervision of an appropriately certified individual until qualification are obtained unless certification qualification requirements have been waived due to severe operational or personnel constraints.
- Incumbents not meeting training and certification IAW DoD 8140.03 may be reassigned to other duties or released, consistent with applicable law.
- As such, the incumbent has the following position requirement: “Applies knowledge of Cyberspace / Information Assurance policy, procedures and workforce structure to design, develop and implement a secure network environment.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- The investigation requirement for this position is tier 3 (T3). This position is designated as non-critical sensitive. Position IT access level is IT-III (general user).
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.

**This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.**- The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
