FIRE SAFETY INSPECTOR Location: Vilseck, Germany Eligibility Criteria

Current INTERNAL Local National Employees throughout Germany are eligible to apply. This includes all Local National employees of the U.S. Forces in Germany, encompassing U.S. Air Force and AAFES-Europe personnel.

Key Responsibilities

Fire Risk Management Surveys: Serve as the authority responsible for ensuring a secure environment in various facilities and operations. Independently plan, coordinate, and execute regular and special fire risk management assessments of buildings, troop accommodations, educational institutions, public assembly areas, maintenance facilities, warehouses, and other potentially hazardous locations, adhering to legal standards and inspection schedules set by the Fire Chief. Each inspector is typically assigned a specific geographic area or units, acting as the primary contact for all fire prevention and protection matters for the designated tenants.

Identify breaches of legal standards, fire safety regulations, and fire prevention protocols, as well as conditions that may lead to fire hazards, to implement corrective actions stemming from operational changes or facility modifications. Evaluate the risk associated with each violation and formulate corrective action plans, offering various compliance options for tenants and facility engineers. Possess the authority to halt unsafe operations immediately.

Prepare comprehensive fire risk management survey reports detailing identified deficiencies, justifying code violations, and outlining associated risks, while determining necessary corrective measures ranging from informal advice to immediate cessation of operations based on identified risks. Initiate corrective actions to ensure compliance with regulations, which fall under the responsibility of the Department of Public Works (DPW), providing detailed descriptions of violations, justifications of regulatory requirements, associated risks, and available corrective actions. Assign risk assessment codes (RAC) in accordance with Army Regulations to every violation and submit RAC 1 to 3 deficiencies for inclusion in the installation's hazard abatement program for follow-up. Conduct follow-up inspections as necessary to verify the implementation of corrective actions.

Training: Develop and deliver various training programs for the entire installation population, tailored to the needs of diverse audiences, including military personnel, local nationals, DPW staff, childcare providers, and other tenants. Create both theoretical and practical fire prevention training sessions, including fire extinguisher training, identifying required in-house and external resources tailored to different target groups. Independently schedule and coordinate training sessions based on requests from customers or command directives. Regularly review training programs for effectiveness. Based on fire statistics, lessons learned from inspections, and other indicators, propose additional initiatives to the Assistant Chief of Fire Prevention or Fire Chief. Upon approval, collaborate with other fire inspectors to develop a detailed action plan, including training materials, budgeting for support materials, and coordination with external agencies for program implementation. Training sessions are conducted in both English and German, depending on the composition of the participants.

Qualifications

C-5A:
Minimum qualifications for entry into any fire protection and prevention position include:
1. Completion of E&T Level I (lower secondary school / Hauptschulabschluss).
2. Valid host Nation Class B and Class C motor vehicle operator license.
3. Proficiency in English Language Level C1.
4. Computer operation skills.
5. Successful completion of a medical evaluation as determined by U.S. Army authorities.

Additionally, the following certifications may be required based on specific position needs according to Feuerwehrdienstvorschrift 2 (FwDV2):
(a) Host Nation Emergency Medical Technician certificate.
(b) Firefighter certificate (completed basic firefighter training).
(c) SCBA certification (training for breathing apparatus users).
(d) Radio communicator certificate (training for radio operators).
6. License to operate all emergency firefighting equipment.
7. Certification for servicing and recharging fire extinguishers.
8. Completion of required medical examinations as determined by U.S. Army authorities.
9. Successful completion of prescribed in-house U.S. Army firefighting training within the first 24 months of appointment, along with ongoing renewal training and training for newly acquired equipment and specialized training to maintain all required certifications.

Experience Requirements: A minimum of 2 years of directly related work experience in fire protection and prevention is required. Experience may include:
1. Controlling or extinguishing fires as part of a military, industrial, volunteer, or governmental fire department or brigade.
2. Conducting rescue operations.
3. Identifying, reducing, or eliminating potential fire hazards.
4. Operating fire communications equipment.
5. Managing hazardous material incidents.
6. Developing, implementing, or providing training in fire protection and prevention.

Note: Substitution of experience requirements with higher-level formal education is not permissible. Applicants must possess a German driver's license class B and C, with class CE desired.

Language Proficiency Level:

English AND German Language Proficiency level C1 is required.

• The incumbent may occasionally perform Temporary Duty Travel (TDY).
• Work may be conducted at locations away from the regular worksite on a non-routine, ad-hoc basis.
