Administrative Specialist (Operational Management) Location: Grafenwoehr, Germany Eligibility Criteria

Who is Eligible?
Current INTERNAL Local National Employees across Germany, including all Local National personnel of the U.S. Forces in Germany, such as U.S. Air Force and AAFES-Europe.

AND

EXTERNAL Local National Applicants residing in Germany.

Key Responsibilities

This role involves providing analytical support to management officials within the Directorate of Family and Morale, Welfare and Recreation (DFMWR). Responsibilities include:

  • Conducting analytical studies and generating reports on various topics, including funds management, information management, manpower management, and internal controls.
  • Possessing a deep understanding of Family and MWR management objectives for USAG Bavaria.
  • Coordinating and processing requests for Private Organizations (PO), Family Readiness Groups, and Informal Funds in accordance with Army regulations.
  • Maintaining comprehensive knowledge of applicable regulations and ensuring compliance.
  • Meeting with applicants to explain validation requirements and processing conditions.
  • Reviewing Private Organizations annually to ensure adherence to established guidelines.
  • Developing a consolidated annual master plan for PO special events and fundraising activities.
  • Collaborating with various offices to coordinate community programs and special events.
  • Assisting in the development of the annual work plan based on input from DFMWR program managers.
  • Executing special projects and studies as directed by the supervisor.
  • Supporting the execution of capital purchases and minor construction projects related to program and facility upgrades.
  • Compiling and tracking reports, taskers, and operational orders.
  • Providing assistance and information to support the Interactive Customer Satisfaction (ICE) System.
  • Coordinating employee training and onboarding for new staff.

Qualifications

Education & Training Levels:
Refer to the link for descriptions of Education & Training Levels.

• C-5a: E&T Levels I and II are not creditable for this occupational series.
• E&T Level III A: Completed apprenticeship in a commercial, business, or administrative occupation, plus 1 year of relevant experience.
• E&T Level III B and C: 1 year of relevant experience.
• E&T Level IV A, IV D, and V: No additional experience required.
• E&T Level IV B and C are not creditable for this occupational series.

Job-Related Experience:
Experience that demonstrates knowledge in applying management principles and theories, as well as skills in gathering and analyzing information related to management processes and budgetary policies.

Training:
The selected candidate must complete mandatory training as directed.

Additional Requirements:
• A German driver's license class C1 is preferred.
• Ability to obtain and maintain a military driver's license.
• Proficiency in office automation skills is required.
• Language proficiency in English and German at level C1 is mandatory.

Employment Conditions

• The position may be filled at the C-5A or full performance level, C-06, with potential for non-competitive promotion upon completion of required training.
• Occasional Temporary Duty Travel (TDY) may be required.
• Ability to lift and carry up to 25 lbs is necessary.
