Housing Administration Specialist Location: Germany Eligibility Criteria

Key Responsibilities

In the realm of housing management, the specialist will:

1. **Process Housing Applications**: Independently evaluate permanent and temporary change of station travel orders, gather essential information from military personnel and their families, and utilize various data systems to facilitate housing applications for both on-post and off-post accommodations.

2. **Eligibility Assessment**: Ascertain the eligibility of applicants for housing, establish the appropriate eligibility date, and determine the number of bedrooms authorized. Calculate waiting times for on-post housing or assess the availability of private rental housing, necessitating a comprehensive understanding of housing regulations and policies.

3. **Coordination and Communication**: Collaborate with military leadership and key personnel to ascertain housing requirements as necessary. Review requests for temporary lodging allowance (TLA) eligibility and prepare TLA certificates for the finance office.

4. **Financial Management**: Prepare cash collection vouchers and initiate investigations for property loss as required. Respond to inquiries through various communication channels, maintaining a customer service-oriented approach.

5. **Housing Assignments**: Explain housing and relocation regulations, counsel clients on housing assignments, and manage the waiting list in the Army database. Issue housing offer letters and finalize the assignment process, including necessary documentation.

6. **Inspections and Maintenance**: Schedule and conduct change of occupancy inspections, assessing facility maintenance and cleanliness. Provide guidance on responsibilities related to occupancy and procedures.

7. **Private Rental Housing (PRH) Management**: Inspect off-post private rentals for adequacy and suitability, assist military personnel and families in finding suitable housing, and explain local rental laws and contracts.

8. **Overseas Housing Allowance (OHA) Processing**: Determine eligibility for OHA and Move-In Housing Allowance (MIHA), complete necessary forms, and liaise with finance offices for approvals.

9. **Conflict Resolution**: Address and mediate rental complaints, providing solutions to issues arising from landlord-tenant relationships.

Qualifications

Applicants must meet the following criteria:

- Possession of a valid German driver's license (class B).
- Proficiency in office automation tools.
- Language proficiency: English (B2) and German (C1) required.

**Experience Requirements**:
- C-5 Level: 2 years of relevant experience, including clerical work and experience in a similar role.
- C-5a Level: 2 years of relevant experience, with a focus on housing administration.
- C-6 Level: 2 years of experience in a comparable role, with increasing responsibilities.
