Utility Services Coordinator Location: Grafenwoehr, Germany Eligibility Criteria

This position is open to:

- Current INTERNAL Local National Employees across Germany, including those from the U.S. Air Force and AAFES-Europe.

- EXTERNAL Local National Applicants residing in Germany.

Key Responsibilities

The Utility Services Coordinator is responsible for the establishment and management of all utility supply and service contracts. This includes overseeing the procurement, sale, and exchange of essential services such as water, electricity, natural gas, and waste management. The role also encompasses:

1. **Contract Management**: Administering contracts related to sewage disposal, recycling, and maintenance services. This includes managing complex technical maintenance contracts and ensuring compliance with safety inspections.

2. **Financial Oversight**: Utilizing a Government Purchase Card for transactions up to $25,000, including the negotiation and approval of contracts and invoices.

3. **Regulatory Compliance**: Ensuring that all utility service contracts adhere to U.S. Government procedures and regulations, while also maintaining up-to-date documentation and correspondence.

4. **Performance Evaluation**: Developing and implementing surveillance techniques to assess contractor performance, ensuring that services meet established standards and specifications.

5. **Problem Resolution**: Investigating contractor non-compliance issues and coordinating with relevant parties to resolve discrepancies.

6. **Communication**: Acting as the liaison between contractors and the government, ensuring that the interests of the government are upheld in all interactions.

Qualifications

Applicants must meet the following qualifications:

- A minimum of 2 years of relevant experience in administrative or clerical roles, along with additional experience in a similar field.

- Proficiency in office automation and a valid German driver's license (Class B) is required.

- Language proficiency: English (C1) and German (C2).

Employment Conditions

This position may be filled at the C-5A or C-06 level, with opportunities for non-competitive promotion based on performance and training completion. The role may involve occasional temporary duty travel and the possibility of remote work arrangements for specific assignments.
