Project Procurement Strategy Development:
- At the commencement of the project, establish the Quality Cost Delivery (QCD) Procurement Commitment as outlined during the tender phase, ensuring all stakeholders, including Sourcing and Procurement Teams, are aligned.
- Collaborate with the Procurement Platform Director to formulate the Project Procurement Strategy, transforming it into a comprehensive Project Procurement Management Plan, which must receive approval from relevant Procurement stakeholders.
- Ensure that the Project Procurement Strategy is effectively communicated, understood, and implemented by all procurement teams and stakeholders.
- Work alongside the Legal Department to create and disseminate specific legal requirements pertinent to the project, ensuring compliance and understanding among all parties involved.
Sourcing Activities Coordination:
- Oversee the performance of buyers engaged in the project, ensuring their contributions align with the project's QCD objectives.
- Facilitate the Procurement launch meeting, engaging all relevant parties including Project Managers and Sourcing Specialists.
- Maintain a comprehensive overview of the project's progress, identifying challenges and coordinating corrective actions with the Procurement and Sourcing teams.
- Establish effective processes and tools for reporting and ensure their application throughout the project lifecycle.
- Guarantee that Business Award decisions comply with the Project Procurement Strategy and QCD standards.
- Monitor adherence to project-specific conditions, such as localization rates and financial terms.
- Proactively escalate procurement issues and risks that may impact the project, while proposing viable corrective measures.
- Ensure accurate reporting of procurement performance across all subsystems and components.
- Implement the electronic Parts Maturity Follow-Up (ePMFU) tool across all subsystems and components, collaborating with relevant teams to maintain comprehensive oversight.
Material Work Package Management:
- Develop and manage the Sub-Systems Estimate at Completion and consolidate all Work Packages, holding accountability for the overall Project Sourcing Saving Assessment Project Register (SAPR) and Risk Assessment Project Register (RAPR).
- Collaborate with Sub-System and Component teams to define and track improvement plans, ensuring alignment with project objectives.
- Co-validate with the Sub-System Manager to address any discrepancies against the Financial Project Review.
- Team Structure:
Depending on the project's size and complexity, the Procurement Project Manager role may be distributed among several individuals, with a designated leader responsible for overall coordination and reporting.
