Strategic Procurement Project Leader

Project Procurement Strategy Development

  • At the commencement of each project, secure the Quality Cost Delivery (QCD) Procurement Commitment established during the tender phase across the respective Leading Units (LU) and Participating Units (PU), ensuring clarity among the Sourcing and Procurement Teams.
  • Collaborate with the Procurement Platform Director (PPLD) to formulate the Project Procurement Strategy, transforming it into a comprehensive Project Procurement Management Plan, which must receive approval from relevant Procurement stakeholders.
  • Ensure the Project Procurement Strategy is effectively communicated, comprehended, and executed by all procurement teams and the Sourcing and Supply Managers (SSMs).
  • In partnership with the Legal Department, develop and disseminate the specific legal requirements applicable to the project, ensuring compliance and proper application by all stakeholders.

Coordination and Management of Sourcing Activities

  • Oversee the performance of buyers involved in the project to ensure their contributions align with the project’s QCD objectives.
  • Facilitate the Procurement launch meeting, engaging Project Managers, SSMs, and Procurement teams.
  • Maintain a comprehensive overview of the project's progress, challenges, and supplier performance, agreeing on corrective actions with Procurement and SSMs as necessary.
  • Establish and enforce effective processes and tools, including reporting mechanisms, across the entire project.
  • Ensure compliance with the Project Procurement Strategy during Business Award decisions and adherence to QCD requirements.
  • Monitor the application of specific project conditions, such as localization rates and financial terms.
  • Address procurement-related issues and risks impacting the project in a timely manner, always proposing corrective measures.
  • Ensure that the QCD performance of procurement is accurately reported for each subsystem and component.
  • Oversee the deployment of the electronic Parts Maturity Follow-Up (ePMFU) tool across all subsystems and components, collaborating with relevant teams to maintain comprehensive oversight.

Management of Material Work Packages

  • Develop the Estimate at Completion for each Sub-System and consolidate all Work Packages, being accountable for the overall Project Sourcing Saving Assessment Project Register (SAPR) and Risk Assessment Project Register (RAPR).
  • Collaborate with Sub-System and Component teams to define improvement plans, monitor progress, and ensure alignment with project objectives.
  • Co-validate with the Sub-System Manager to address any discrepancies against the Financial Project Review.

  • D: Timeliness of Go Order
