Strategic Procurement Project Leader

Establish and Execute the Project Procurement Strategy
At the initiation of the project, secure the Quality Cost Delivery (QCD) Procurement Commitment as outlined during the tender phase within the respective Leading Units (LU) and Participating Units (PU), ensuring clarity among the Sourcing and Procurement Teams. Collaborate with the Procurement Platform Director (PPLD) to define the Project Procurement strategy, translating the overarching Product Procurement strategy into a comprehensive Project Procurement Management Plan, which must be approved by relevant Procurement stakeholders. Ensure that the Project Procurement strategy is effectively communicated, understood, and implemented by the procurement teams and Sourcing Specialists Managers (SSMs). Work alongside the Legal Department to develop and disseminate specific legal requirements applicable to the project, ensuring proper utilization and adherence by stakeholders during contract validation and other critical processes.Oversee and Optimize Sourcing Activities
Supervise buyers assigned to the project to ensure their contributions align with the project’s QCD objectives. Organize a Procurement kickoff meeting involving Project Managers, Sourcing Specialists Managers, and Procurement teams. Maintain a comprehensive overview of the project's progress, supplier performance, and challenges. Collaborate with Procurement and SSMs to define corrective actions and ensure their implementation. Establish effective processes and tools, including reporting mechanisms, and ensure their application across the entire project. Guarantee that Business Award decisions comply with the Project Procurement strategy and QCD requirements. Monitor adherence to project-specific conditions, such as localization rates and financial stipulations. Appropriately escalate procurement issues and risks that may impact the project, while consistently proposing corrective measures. Ensure that QCD performance metrics for procurement are accurately reported for each subsystem and component. Facilitate the deployment of the electronic Parts Maturity Follow-Up (ePMFU) tool across all subsystems and components, collaborating with relevant teams to ensure comprehensive data population.Manage Material Work Package: Costs, Risks, and Objectives
Develop estimates for each Sub-System and consolidate all Work Packages (WP), taking accountability for the overall Project Sourcing Saving Assessment Project Register (SAPR) and Risk Assessment Project Register (RAPR), including supplier claims. Formulate improvement plans with Sub-System and Component teams, monitor progress, and ensure alignment with project objectives. Co-validate with the Sub-System Manager any discrepancies versus the Financial Project Review n° 0 (FPR0), including deviation sheets and approval processes.Division of Responsibilities
Depending on the project's size and complexity, the Procurement Project Manager role may be shared among several individuals. In such cases, a designated leader will oversee overall coordination and reporting to the project head, while each Procurement Project Manager will have clearly defined scopes of responsibility.
