Malteser International is the global humanitarian relief organization of the Sovereign Order of Malta. For over six decades, we have been providing assistance and recovery for individuals during and after conflicts and disasters worldwide. Our work is founded on Christian values and humanitarian principles. In more than 30 countries across Africa, the Americas, Asia, Europe, and the Middle East, we support those in need, irrespective of their religion, origin, or political beliefs.
Since 2017, Malteser International has been operational in Nigeria. In the Northeast region, particularly in Borno, Taraba, and Adamawa States, we are actively engaged in the WASH, Protection, and Food Nutrition Security and Livelihood sectors, aimed at saving and enhancing the lives of both internally displaced persons/refugees and host communities. Our WASH initiatives focus on improving access to safe water, sanitation, and hygiene, including the distribution of non-food items, solarization of boreholes, rehabilitation of hand pumps, construction of latrines, and hygiene promotion. Our protection efforts emphasize the prevention and response to Gender-Based Violence (GBV). The Food Nutrition Security and Livelihood interventions primarily concentrate on micro gardening, pullet rearing for egg production, composting, and nutrition awareness (food demonstrations, referrals for malnutrition cases to nutrition partners, and nutrition sensitization). Malteser International employs a participatory, gender-sensitive, and inclusive approach.
For its operations in Maiduguri, Borno State, Nigeria, Malteser International is seeking a dedicated Safety and Access Coordinator – National Role.
This position requires a highly motivated, results-driven individual who will thrive within our organization as a Safety and Access Coordinator (SAC). The SAC will assist the Country Coordinator (CC) and Senior Management Team (SMT) in ensuring the safety and security of all Malteser International personnel, assets, and programs within the country, utilizing a comprehensive operational context and risk analysis methodology. The SAC will be responsible for the development, implementation, and oversight of relevant risk management policies and procedures.
Key Responsibilities:
Security Management: Develop and revise security documentation (risk assessments, Local Safety & Security Guidelines, Contingency & Relocation plans, and Country Security and Safety Management Plan) in collaboration with the Country Coordinator. Context Analysis: Conduct regular qualitative assessments of the political, military, and security landscape in the country. Access Facilitation: Support and represent the Country Coordinator in negotiations to secure access to civilian and/or military authorities and the UN System. Engage with government, military, police, and local authorities to ensure that Malteser International personnel maintain regular and secure access to program areas. Training and Capacity Development: Create a training and capacity-building plan focused on safety and security, ensuring all staff and security focal points receive essential training, whether sourced internally or externally. Reporting and Information Management: Ensure timely completion and uploading of regular (Ad-Hoc, Weekly, Monthly) security and incident reports on relevant platforms, providing updates on situational, security/safety, and capacity enhancement developments, including outcomes of any incident investigations. Human Resources Management: Supervise and coordinate daily with contracted security personnel (Office and Guest House guards) at the Country Office in Maiduguri to ensure they are trained and familiar with Malteser International's Standard Operating Procedures (SOPs) and are effectively enforcing the required regulations. Representation and Coordination: Attend security coordination and bilateral meetings, updating the Country Coordinator on current security matters.Candidate Profile:
A master's degree, preferably in a field related to Humanitarian Work or Risk Management, with a minimum of four (4) years of demonstrable experience in Safety and Security with INGOs in Nigeria. Strong skills in assessment, evaluation, reporting, and analysis, along with strategic planning capabilities and proven technical expertise in safety and security management. Technical proficiency and training experience in field-based communication systems such as radio, satellite, and internet systems, with a solid understanding of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the Malteser International Code of Conduct. Established networks with influential stakeholders in the Northwest, Northeast, and South-South regions of Nigeria (e.g., on security, political, social, cultural, and religious levels). Proficient in IT, including MS Word, Excel, PowerPoint, and MS Outlook and Teams, with experience in incident reporting, incident mapping, intelligence collation and analysis, and the establishment and execution of an incident warning system using Geographical Information System (QGIS), along with the compilation of security reports and assessments. Proven fluency in written and spoken English is essential, and a demonstrated understanding of local languages such as Hausa and Kanuri is advantageous. Ability to provide sound advice and present compelling proposals and analyses on access and safety issues.What We Offer:
