Malteser International is the global humanitarian relief organization of the Sovereign Order of Malta. For over six decades, we have been dedicated to providing assistance and recovery for individuals affected by conflicts and disasters worldwide. Our work is grounded in Christian values and humanitarian principles, supporting individuals in need across more than 30 countries in Africa, the Americas, Asia, Europe, and the Middle East, irrespective of their religion, origin, or political beliefs.
Since 2017, Malteser International has been operational in Nigeria, particularly in the Northeast region, focusing on Borno, Taraba, and Adamawa States. Our initiatives in WASH, Protection, and Food Nutrition Security and Livelihood aim to enhance the lives of internally displaced persons (IDPs), refugees, and host communities. The WASH programs emphasize improved access to safe water, sanitation, and hygiene, including the distribution of non-food items, solarization of boreholes, rehabilitation of hand pumps, construction of latrines, and hygiene promotion. Our protection efforts concentrate on preventing and responding to Gender-Based Violence (GBV). Additionally, our Food Nutrition Security and Livelihood interventions focus on micro gardening, poultry rearing for egg production, composting, and nutrition education.
Malteser International is seeking a dedicated Safety and Access Coordinator for its operations in Maiduguri, Borno State, Nigeria.
This role requires a proactive and results-driven individual who will thrive within our organization as a Safety and Access Coordinator (SAC). The SAC will assist the Country Coordinator (CC) and Senior Management Team (SMT) in ensuring the safety and security of all Malteser International personnel, assets, and programs throughout the country, utilizing a comprehensive operational context and risk analysis approach. The SAC will be tasked with designing, implementing, and ensuring adherence to relevant risk management policies and procedures.
Key Responsibilities:
- Security Management: Develop and update essential security documents (risk assessments, Local Safety & Security Guidelines, Contingency & Relocation plans, and Country Security and Safety Management Plan) in collaboration with the Country Coordinator.
- Context Analysis: Conduct regular qualitative assessments of the political, military, and security landscape in the country.
- Access Facilitation: Support and represent the Country Coordinator in negotiations to secure access with civilian and military authorities and the UN System. Engage with government, military, police, local authorities, and other key stakeholders to ensure safe access for Malteser International staff to program areas.
- Training and Capacity Development: Create a training and capacity-building strategy on safety and security, ensuring all staff and security focal points receive necessary training, whether sourced internally or externally.
- Reporting and Information Management: Ensure timely completion and uploading of regular security and incident reports (Ad-Hoc, Weekly, Monthly) on relevant platforms, providing updates on situational, security, and capacity enhancement developments.
- Human Resources Management: Supervise and liaise daily with contracted security personnel at the Country Office in Maiduguri, ensuring they are trained in Malteser International's Standard Operating Procedures (SOPs) and effectively enforcing required regulations.
- Representation and Coordination: Participate in security coordination meetings and provide updates to the Country Coordinator on current security matters.
Candidate Profile:
- A master's degree in a relevant field such as Humanitarian Work or Risk Management, with at least four (4) years of demonstrated experience in Safety and Security with international NGOs in Nigeria.
- Strong skills in assessment, evaluation, reporting, and analysis, along with strategic planning capabilities and proven expertise in safety and security management.
- Technical proficiency and training experience in field-based communication systems, with a solid understanding of humanitarian principles of impartiality and neutrality.
- Established networks with key stakeholders in various regions of Nigeria, including security, political, social, cultural, and religious sectors.
- Proficient in IT, including MS Word, Excel, PowerPoint, and Outlook, with experience in incident reporting, mapping, intelligence analysis, and security report compilation.
- Fluent in written and spoken English, with knowledge of local languages such as Hausa and Kanuri being an advantage.
- Ability to provide sound advice and present compelling proposals regarding access and safety issues.
