**Duties**:

- Serves as a CYS Services Supervisory Program Specialist with responsibility for supervising a minimum of 8 ratios of children 0 - 5 in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth Center IAW.
- Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation.
- Assists Director with requests for recruitments utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Ensures timely submission of personnel actions.
- Prepares work schedules to meet ratio and group size requirements. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing. Ensures children/youth are appropriately supervised at all times.
- Acts as Director in Director's absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings.

- A one year probationary period may be required (either initially or upon conversion, if applicable).
- Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required. Travel to on and off post locations required.

- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para 2 to include a Child Care Tier 1 background investigation.
- The Crime Control Act must be successfully completed and maintained.

**Qualifications**:
**(QUAL 1)** Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying).
- **For positions in Child Development Facilities**: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.

**OR**

1. Experience supervising or leading caregivers within child/youth facility-based programs.
2. Experience managing a classroom setting within child and youth programs.
3. Experience implementing and overseeing a structured child and youth program curriculum.
4. Demonstrated verbal communication skills gained through conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar.

**PCS Costs**:

- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.

**Pay-Band (NF or CY) Allowances and Differentials**
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). - Foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
