The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy system as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 170 Members (169 States and the European Union) that acceded to its Statute, and 14 additional States in the process of accession and actively engaged.
IRENA Planning and Programme Support office is responsible for internal coordination and the strategic integration of extra-budgetary resources in IRENA’s programmatic work; timely reporting on programmatic matters to governing bodies and individual donors; monitoring and evaluation of Agency work; strengthening IRENA’s presence in Europe and host country, Germany.
Under the supervision of the Chief, Planning and Programme Support office, the Programme Officer will be responsible for the following duties:
**Manage voluntary contributions**:
- Coordinate and liaise with donors on upcoming and existing voluntary contributions, including to understand emerging priorities of donors and ensure these are reflected in upcoming contribution proposals.
- Internal coordination and collaboration including with divisions to prepare proposals and contracts to enable additional resources for the Agency.
- Track implementation of existing voluntary contributions. Ensure compliance of active contributions with contract; prepare contract revisions, if required, and ensure timely reporting as per requirements of donor
- Provide regular update on upcoming contributions and progress on active contributions, including for inter-divisional meetings, to ensure all are informed of contribution requirements, restrictions and upcoming reporting.
- Draft voluntary contribution documents including voluntary contribution proposals to facilitate negotiation with donors, based on funding gaps identified by the divisions in compliance with the approved work programme and mid term strategy.
- Maintain a donor kit which includes a comprehensive presentation of the Agency and its value added, and a full overview of upcoming Agency needs. Ensure information included in donor kit aligns with current Work Programme and follows MTS strategy.
- Remain abreast of emerging priorities of donors so as to highlight potential 'packages' of projects.
- Review interim financial reports and advise on actions to be taken in alignment with VC contractual provision.
- Provide up-to-date information and written input to the Chief of PPS in areas of PPS responsibility.
