Outreach Services Director Nf-04

**Duties**:

- Serves as director for installation/community, Outreach Services Program, provides assistance to active duty military personnel, DOD civilians, and their family members.
- Implements and monitors DA policies related to Outreach Services, e.g., fees, patron eligibility, baseline programming, space allocations/goals, etc.
- May be required to recruit and hire qualified personnel utilizing Army CYS Standard Position Descriptions.
- Develops program budget and provides to CYS Coordinator for CYS budget.
- As Subject Matter Expert on installation child and youth Outreach Services issues prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS.

- Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
- A one year probationary period may be required (either initially or upon conversion, if applicable).
- Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
- Complete and signed DA 3433 is required prior to entrance on duty.
- Travel on and off post may be required.
- In consideration of COVID-19, personnel within this area routinely wear personal protective equipment (cloth face coverings, latex gloves, and face shields) while performing their regular duties.

**Qualifications**:
**Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in fieldwork, which directly relates to CYS such as: early childhood/elementary/secondary/special education, child/youth development, psychology, youth program administration, or a closely related field.**

**OR**1.** At least 24 months working in child and/or youth programs.
- **2.** Experience in child and youth program administration.
- **3. **The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
- **4.** Ability to communicate effectively orally and in writing in English.
- **5. **The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.**Applicants with the following experience will be considered highly preferred and may be sent first for consideration.**

**Highly Preferred Criteria**:

- Five (5) years supervisory or managerial experience leading a team in an Army Non appropriated Fund (NAF) Child and Youth Services (CYS) related facility (i.e., Child Development Center, School Age Center, Youth Center).
- Two (2) years of experience in two different types of CYS programs (Outreach/Parent Central Services, Child Development Center, School Age, Youth Center, CYS Sports, etc.) tracking/reporting child vacancies, employee staffing, manager on duty for special events and parent orientations, assisting in managing wait lists, patron registration and hosting large community activities.
- Three (3) yearsof experience performing analytical duties such as processing a variety of reports in a Child and Youth Management System (CYMS) or similar related program to track attendance, patron demographics and financial reports.
- One (1) year experience with Army Non appropriated (NAF) fund budget planning execution and review.
