About the Role:

The Contracts and Procurement Department within the Directorate of Administration plays a crucial role in executing the procurement process. This is conducted in accordance with the Organisation's policies for awarding contracts for various supplies and services, as outlined in the Financial Rules and Regulations and the ESO Procurement Rules and Regulations. Our diverse and dynamic department comprises 18 professionals, with 9 located in Garching.


Key Responsibilities:

As a member of the Contracts and Procurement (CP) Department, you will oversee the comprehensive procurement cycle for a wide array of goods and services. This includes everything from standard items for the Headquarters to specialized technical and scientific equipment and services necessary for the construction, operation, and maintenance of ESO's Observatories. Your role will involve close collaboration with various Divisions, Departments, and Project Teams at ESO HQ to identify and implement the most effective procurement strategies while adhering to the Organisation's procurement regulations. Specifically, you will:

  • Evaluate and discuss purchase requests with stakeholders to ensure their adequacy and determine the most suitable procurement strategy;
  • Identify potential suppliers capable of providing the requested goods and services;
  • Prepare tender documentation, including contract terms and conditions, and manage the procurement process through tender evaluations, negotiations, and contract awards;
  • Act as the procurement representative in project teams;
  • Prepare necessary documentation for the Organisation's governing bodies regarding your procurement activities;
  • Engage in the follow-up of orders and contracts, participating in meetings with contractors and providing expert guidance on commercial and contractual matters;
  • Contribute to the development of procurement procedures and practices within the Organisation as needed.

The responsibilities outlined above are not exhaustive, and a flexible approach is essential to adapt to unforeseen requirements.

Reporting Structure:

You will report directly to the Head of the Contracts and Procurement Department.


Essential Qualifications and Experience:

  • A minimum of five years of experience in a procurement role with similar responsibilities, including at least three years in public procurement;
  • Strong consultancy skills with a collaborative mindset, proactive approach, and resourcefulness;
  • Exceptional communication skills, capable of discussing and clarifying requirements and procurement strategies effectively;
  • Ability to engage with individuals at various organizational levels, including senior management;
  • A positive and adaptable attitude towards problem-solving while respecting the Organisation's rules;
  • Proficient in anticipating and resolving complex issues promptly;
  • Sound judgment in balancing stakeholder needs with ESO regulations;
  • Proficient in MS Office and experienced with ERP systems (e.g., MS NAV, SAP, Oracle);
  • Organized and detail-oriented, with the ability to work independently after training and foster a positive team environment.

Desirable Qualifications:

  • Recent experience in a similar procurement role within an international context, demonstrating a track record of managing complex procurement projects;
  • Experience in a technical procurement environment;
  • Ability to grasp technical and operational issues at a general level;
  • Familiarity with electronic tendering tools.

Educational Background:

A Bachelor of Applied Science degree or equivalent in Procurement, Business Management, Business Engineering, Economics, or Law.

Language Proficiency:

Fluency in English (both written and spoken) is required. Knowledge of Spanish is considered an asset.

Contract Duration:

This position is offered on a fixed-term basis for three years, subject to successful completion of a probation period.

The primary duty station is Garching near Munich, with occasional travel to ESO sites.
