Procurement Specialist

Within the Directorate of Administration, the Contracts and Procurement Department plays a pivotal role in executing the procurement process. This is conducted in accordance with the Organisation's policies for awarding contracts for supplies and services, as outlined in the Financial Rules and Regulations and the ESO Procurement Rules and Regulations. Our dynamic and multicultural department comprises 18 staff members, with 9 based in Garching.
Main Responsibilities:
As a member of the Contracts and Procurement (CP) Department, you will oversee the complete procurement cycle for a diverse array of goods and services, ranging from common items and services for the Headquarters to specialized technical and scientific equipment and services necessary for the construction, operation, and maintenance of ESO's Observatories. Your role will involve close collaboration with various Divisions, Departments, and Project Teams at ESO HQ to identify and implement the most effective procurement solutions in line with the Organisation's procurement rules and regulations. Specifically, you will:
- Assess and discuss purchase requests with stakeholders to ensure their adequacy and completeness, determining the appropriate procurement strategy;
- Identify suppliers capable of providing the requested goods and services;
- Draft tender documentation, including contract terms and conditions, and manage the procurement process through tender evaluations, negotiations, and contract awards;
- Act as the procurement representative in project teams;
- Prepare documentation for the Organisation's governing bodies regarding your procurement activities;
- Engage in the follow-up of orders/contracts, including participation in meetings with contractors and providing expert guidance on commercial and contractual matters;
- Contribute to the development of procurement procedures and practices within the Organisation as needed.
The responsibilities outlined above are not exhaustive; a flexible approach and readiness to adapt to unforeseen needs are essential.
Reporting Structure:
This position reports to the Head of the Contracts and Procurement Department.
Key Competencies and Experience:
Essential:
- A minimum of five years of experience in a procurement role with similar responsibilities, including at least three years in public procurement;
- Strong consultancy skills with a collaborative attitude, initiative, and resourcefulness;
- Excellent communication skills, capable of discussing and clarifying requirements, market conditions, and procurement strategies effectively;
- Ability to engage with individuals at various levels, including senior management;
- A positive and adaptable mindset to explore solutions within the Organisation's guidelines;
- Proficiency in anticipating and resolving complex issues promptly;
- Sound judgment to constructively challenge and balance the needs of requesters with ESO's rules and regulations;
- Proficient in MS Office and experienced with ERP systems (e.g., MS NAV, SAP, Oracle);
- Ability to work methodically and accurately, both independently and as part of a team.
Desirable:
- Recent experience in a similar procurement role within an international context, demonstrating a track record of managing complex procurement projects;
- Experience in a technical procurement environment;
- Understanding of technical and operational issues at a general level;
- Familiarity with electronic tendering tools.
Qualifications:
A Bachelor of Applied Science degree or equivalent in Procurement, Business Management, Business Engineering, Economics, or Law.
Language Proficiency:
Fluency in English (both written and spoken) is required. Knowledge of Spanish is an advantage.
