OPERATIONS ADMINISTRATOR
Operations Department

The Operations Department at Human Rights Watch (HRW) is looking for candidates for the role of Operations Administrator. This position is essential for ensuring the effective and efficient management of HRW's office operations. This is a fixed-term, full-time role, providing coverage for parental leave.
Key Responsibilities:
Financial Management
1. Serve as the local Finance representative and assist in implementing financial policies.
2. Oversee bank accounts and manage cash flow.
3. Collaborate with the Senior Associate Director for European Operations to establish and monitor the office budget.
4. Document all monthly financial activities in the organization's financial system.
5. Process financial transactions, including payroll, pensions, and expense reimbursements.
6. Generate internal and external financial reports.
7. Track expenditures and revenue transactions.
8. Manage inter-company transfers.
9. Liaise with financial service vendors, including auditors and tax offices.
10. Address issues related to HRW's legal status and registrations.
Legal and Governance Support
1. Assist with matters concerning HRW's legal and charitable status.
2. Ensure compliance with local laws and collaborate with legal counsel on governance and labor laws.
3. Organize Board meetings for the German Association, including documentation and minute-taking.
4. Maintain updated entity information in HRW's database.
5. Work with Finance to prepare inter-company transfers and payment schedules.
Human Resources Administration
1. Act as the local HR representative and support the implementation of HR policies.
2. Address general HR inquiries from staff.
3. Ensure compliance with local employment laws.
4. Assist in the recruitment and onboarding of local staff and interns.
5. Manage local employee payroll and benefits.
6. Collaborate with HR staff at headquarters on local audit issues.
7. Engage with local government offices and HR service providers.
8. Support immigration and relocation processes for employees.
9. Maintain an organized filing system and attendance database.
Facilities Management
1. Ensure the office operates smoothly and effectively.
2. Address general office maintenance and facilities concerns.
3. Coordinate with the landlord on premises-related issues.
4. Negotiate contracts with suppliers and service providers.
5. Handle general inquiries via post, email, and phone.
6. Organize office social events and logistics.
7. Maintain office security and safety standards.
Information Technology Coordination
1. Collaborate with IT to resolve computer and network issues.
2. Work with local service providers to troubleshoot communication problems.
Other Duties
1. Travel occasionally as required.
2. Perform additional tasks as necessary.
Qualifications:
Education: A bachelor's degree or equivalent training in finance, accounting, business administration, or a related field is required.
Experience: A minimum of three years of operations or administrative experience, preferably in a global organization, is required.
Skills and Knowledge:
1. Strong organizational and analytical skills are essential.
2. Excellent interpersonal skills and attention to detail are necessary.
3. Ability to work independently and as part of a team across multiple locations.
