The Operations Department at Human Rights Watch is looking for a dedicated Operations Administrator to provide essential support for the efficient functioning of our office. This role is a fixed-term, full-time position, primarily focused on parental leave coverage.

Key Responsibilities:

Financial Management

1. Serve as the local Finance representative, aiding in the execution of financial policies;
2. Oversee bank accounts and manage cash flow;
3. Collaborate with the Senior Associate Director for European Operations to establish and monitor the office budget;
4. Record all monthly financial activities in the organization's financial system;
5. Process financial transactions, including payroll and expense reimbursements;
6. Generate internal and external financial reports;
7. Track expenditures and revenue transactions;
8. Manage inter-company transfers;
9. Liaise with financial service vendors such as auditors and accountants;
10. Address issues related to the organization's legal status and registrations.

Legal and Governance Support

1. Assist in managing the organization's legal and charitable status;
2. Ensure compliance with local laws in collaboration with the Regional Operations Manager;
3. Organize Board meetings, liaising with board members and preparing necessary documentation;
4. Maintain updated entity information in the organization's database;
5. Work with the Regional Operations Manager and Finance to prepare payment schedules.

Human Resources Administration

1. Act as the local HR representative, supporting the implementation of HR policies;
2. Address general HR inquiries from staff;
3. Maintain knowledge of local employment laws;
4. Assist with recruitment and onboarding processes;
5. Manage local employee payroll and benefits administration;
6. Collaborate with HR staff on audit issues;
7. Engage with local government offices and service providers;
8. Support immigration and relocation processes for employees;
9. Maintain organized filing and attendance management systems.

Facilities Management

1. Ensure the effective operation of the office environment;
2. Address general maintenance and facilities concerns;
3. Coordinate with landlords on premises-related issues;
4. Negotiate contracts with suppliers and service providers;
5. Manage general inquiries via post, email, and phone;
6. Organize office events and logistics;
7. Uphold office security and safety standards.

Information Technology Coordination

1. Collaborate with IT to resolve computer and network issues;
2. Coordinate with local service providers for phone and internet troubleshooting.

Other Duties

1. Travel as necessary;
2. Perform additional tasks as required.

Qualifications:

Education: A bachelor's degree or equivalent training in finance, business administration, or a related field is required.
Experience: A minimum of three years in operations or administrative roles, preferably within a global organization, is required. Experience in finance, nonprofit management, or human resources is highly desirable.

Skills and Knowledge:

1. Strong organizational and analytical skills;
2. Excellent interpersonal skills and attention to detail;
3. Self-motivated with the ability to prioritize tasks;
4. Capability to work under pressure and meet deadlines;
5. Proficient in English and German, with additional languages being a plus;
6. Proficient in MS Office applications;
7. Good judgment and discretion in handling confidential information;
8. Experience with finance or HR databases is advantageous.
