Program Analyst for Defense Evaluation

Project Overview:

The Department of Defense (DoD) is undertaking a significant initiative to enhance the culture of Assessment, Monitoring, and Evaluation (AM&E) across its Geographic Combatant Commands (GCCs). This initiative aims to establish a robust AM&E framework within the Office of the Deputy Assistant Secretary of Defense (ODASD) Global Partnerships. The focus is on strengthening the institutional capacities of partner nations' defense ministries through a comprehensive governmental approach.

Position Overview:

The Program Analyst will play a crucial role in supporting Senior Program Analysts and AM&E Specialists in the design and execution of security cooperation initiatives. This position requires collaboration across various departments and engagement with key interagency partners, stakeholders, and the broader security cooperation community. The Analyst will contribute to the development, support, and advancement of security cooperation programs and activities, while also assisting in program management, logistical planning, and administrative coordination.

Key Responsibilities:

  • Implement AM&E guidelines and frameworks issued by the Office of the Under Secretary of Defense for Policy (OUSD-P).
  • Conduct thorough assessments of partnerships.
  • Execute pre-activity evaluations and program monitoring in collaboration with other support personnel.
  • Identify deficiencies in the institutional capacities of partner nations.
  • Collaborate with OSD Policy and DSCA to enhance security cooperation initiatives.
  • Facilitate capacity building in areas such as policy formulation, logistics, resource management, and human resources.
  • Draft initiative design documents pertinent to security cooperation activities.
  • Develop and apply logic frameworks, theories of change, and performance metrics.
  • Create comprehensive monitoring and evaluation (M&E) plans.
  • Support program management and interagency coordination in the operational field.
  • Conduct evaluations of military or civilian capacity enhancement efforts.

Qualifications:

  • A Bachelor's degree is mandatory; a Master's degree is preferred.
  • At least five years of experience in security cooperation programs is required.
  • A minimum of three years of experience in AM&E is essential.
  • Experience in planning security cooperation initiatives is advantageous.
  • Familiarity with assessments and monitoring related to security cooperation functions is preferred.
  • Experience working within a GCC or senior-level DoD staff environment is beneficial.
  • Proficiency in producing high-level planning documents for senior officials is desired.
  • Knowledge of monitoring and data collection methodologies is advantageous.
  • Ability to obtain a Top-Secret Security Clearance is required.
  • Fluency in English is essential.
