Project Overview:
The Department of Defense's Assessments, Monitoring & Evaluation (AM&E) initiative is a comprehensive five-year program aimed at fostering a robust culture of AM&E and establishing a dedicated AM&E framework across each Geographic Combatant Command (GCC) within the Office of the Deputy Assistant Secretary of Defense (ODASD) Global Partnerships. This initiative is pivotal in enhancing the institutional capabilities of partner nations' defense ministries through a holistic governmental approach.

Role Overview:
The Program Analyst (PA) will collaborate closely with Senior Program Analysts and AM&E Specialists to facilitate the design and execution of security cooperation initiatives. This role involves extensive coordination across various departments and with key interagency and state partners, as well as the broader security cooperation community, stakeholders, and interest groups. The PA will engage with the Office of the Secretary of Defense (OSD) Policy and the Defense Security Cooperation Agency (DSCA) to develop, support, and advance security cooperation programs, activities, and initiatives. Additionally, the PA will provide support in program management, logistical planning, administrative tasks, and interagency collaboration in the field.
Key Responsibilities:
- Implement AM&E guidelines, templates, and frameworks issued by the Office of the Under Secretary of Defense for Policy (OUSD-P).
- Conduct assessments of partnerships.
- Perform preliminary assessments and program evaluations in collaboration with other support personnel, including government staff.
- Identify deficiencies in the institutional capacities of partner nations.
- Collaborate with OSD Policy and DSCA in the development and enhancement of security cooperation programs, activities, and initiatives.
- Strengthen the policy/strategy, logistics, resource management, and human resource management capabilities of partner nations.
- Create initiative design documents (IDDs) pertinent to security cooperation activities.
- Develop and apply logic frameworks, theories of change, and performance metrics.
- Formulate monitoring and evaluation (M&E) strategies.
- Assist in program management, logistical planning, administrative duties, and interagency coordination in the field.
- Evaluate M&E efforts related to military or civilian capacity building.
Required Qualifications:
- A Bachelor's degree is mandatory; a Master's degree is preferred.
- At least five years of experience in security cooperation programs and procedures is essential.
- A minimum of three years of experience in AM&E is required.
- Experience in planning security cooperation programs is advantageous.
- Familiarity with assessments and monitoring in key security cooperation areas such as strategy/policy, defense institution building, logistics, human resource management, resource management, or civilian protection/Security Sector Reform (SSR) is preferred.
- Experience working within a GCC or other senior-level DoD staff component is a plus.
- Proven ability to produce high-level planning documents for senior officials is desired.
- Knowledge of monitoring and data collection methodologies is beneficial.
- Eligibility to obtain a Top-Secret Security Clearance is required.
- Proficiency in English is essential.
