Project Overview:

The Department of Defense (DoD) Assessments, Monitoring & Evaluation (AM&E) initiative is a comprehensive five-year program aimed at fostering a culture of Assessment, Monitoring, and Evaluation (AM&E) while establishing a robust AM&E framework within each Geographic Combatant Command (GCC) under the Office of the Deputy Assistant Secretary of Defense for Global Partnerships. This initiative plays a pivotal role in enhancing the institutional capacity of partner nations' defense ministries through a holistic governmental approach.

Role Overview:

The CCMD Team Project Manager (CPM) will be stationed in Stuttgart, Germany, and will be responsible for orchestrating and coordinating Significant Security Cooperation Initiative (SSCI) proposals, as well as monitoring the implementation and impact of funded initiatives. This role involves collaborating with diverse programs, functional subject matter experts (SMEs), and Security Cooperation Officers (SCOs). The CPM will lead the AM&E Fusion Cell (AFC) team, ensuring adherence to OSD Policy AM&E guidelines, and guaranteeing that all necessary planning and execution tools are completed, coordinated, and delivered punctually. The CPM will also engage with OSD Policy, DSCA, and various stakeholders in security cooperation concerning AM&E planning and execution.

Key Responsibilities:

  • Lead the development and execution of security cooperation programs and activities across the Department.
  • Ensure quality assurance and timely completion of all required planning and execution tools.
  • Provide leadership to a team of analysts, ensuring they have the necessary resources and fostering a positive team environment.
  • Collaborate with key interagency partners, stakeholders, and interest groups within the security cooperation community.
  • Implement OUSD-P issued AM&E guidance, templates, and frameworks.
  • Conduct assessments of partnerships.
  • Perform pre-activity evaluations and program monitoring alongside other support personnel.
  • Identify deficiencies in partner nation institutional capabilities.
  • Work with OSD Policy and DSCA to develop and advance security cooperation programs and initiatives.
  • Enhance partner nations' policy, logistics, resource management, and human resource systems.
  • Create initiative design documents (IDDs) for security cooperation activities.
  • Develop and implement logical frameworks, theories of change, and performance metrics.
  • Formulate monitoring and evaluation strategies.
  • Support program management, logistics, and interagency coordination in the field.
  • Conduct evaluations of military or civilian capacity-building efforts.

Qualifications:

  • A Bachelor's degree in business administration, public policy, international relations, or a related discipline is required; a Master's degree is preferred.
  • A minimum of eight years of experience in project management, leading multidisciplinary teams, and overseeing program management is required; ten years is preferred.
  • At least ten years of experience in one or more of the following areas: planning or executing security cooperation programs; developing AM&E strategies; designing data collection tools; analyzing data using various methods; managing evidence-based programs; creating data visualizations; and maintaining databases.
  • Experience in change management is preferred.
  • Familiarity with GCCs' security cooperation portfolios and planning processes is preferred.
  • Knowledge of monitoring and data collection techniques is desired.
  • Ability to align subject matter experts with identified needs in logistics, human resources, and capability analysis.
  • Ability to obtain a Secret Clearance is required.
  • Fluency in English is required.
