Project Overview:
The Department of Defense (DoD) is undertaking a comprehensive five-year initiative focused on establishing a robust culture of Assessment, Monitoring, and Evaluation (AM&E) across various Global Combatant Commands (GCCs). This project aims to enhance the institutional capacity of partner nations' defense ministries through a collaborative, whole-of-government approach.
Position Overview:
The CCMD Team Project Manager (CPM) will operate from a designated location and will play a pivotal role in orchestrating and managing Significant Security Cooperation Initiative (SSCI) proposals. This includes monitoring the execution and effectiveness of funded initiatives by integrating diverse programs, subject matter experts (SMEs), and Security Cooperation Officers (SCOs). The CPM will lead the AM&E Fusion Cell (AFC) team, ensuring adherence to OSD Policy AM&E guidelines and timely delivery of all necessary planning and execution tools.
Key Responsibilities:
- Lead the formulation and execution of security cooperation programs in collaboration with various departments.
- Guarantee quality assurance and timely completion of all planning and execution documentation.
- Provide leadership to a team of analysts, fostering a positive work environment and ensuring they have the necessary resources.
- Engage with interagency partners, stakeholders, and the broader security cooperation community.
- Implement OUSD-P AM&E guidance, templates, and frameworks effectively.
- Conduct assessments of partnerships and program monitoring alongside support staff.
- Identify and address gaps in the institutional capacity of partner nations.
- Collaborate with OSD Policy and DSCA in the advancement of security cooperation initiatives.
- Support capacity building in policy, logistics, resource management, and human resources.
- Draft initiative design documents (IDDs) pertinent to security cooperation activities.
- Develop and implement logical frameworks, theories of change, and performance metrics.
- Create monitoring and evaluation strategies.
- Assist in program management, logistics, and interagency coordination.
- Evaluate military or civilian capacity building efforts.
Qualifications:
- A Bachelor's degree in business administration, public policy, international relations, or a related discipline is required; a Master's degree is preferred.
- A minimum of eight years of project management experience leading diverse teams is required; ten years is preferred.
- At least ten years of experience in planning or executing security cooperation programs, developing AM&E strategies, and producing high-level planning documents is essential.
- Experience in change management is preferred.
- Familiarity with GCC security cooperation portfolios and planning processes is advantageous.
- Knowledge of monitoring and data collection methodologies is desired.
- Ability to align subject matter experts with identified requirements is essential.
- Must be able to obtain a Secret Clearance.
- Fluency in English is required.
