We are seeking a Project Controls Manager (m/f/d) to operate across Germany.
The Project Controls Manager plays a crucial role in establishing and sustaining project estimation, scheduling, cost management, and risk assessment processes for assigned projects, ensuring they align with the quality and technical standards of LyondellBasell's Project Management Process (PMP). You will oversee project control functions to deliver comprehensive data regarding HSE, cost, and schedule performance to the project manager and project sponsor.
Key Responsibilities
- Act as a Project Controls Manager (PCM) for one or more significant projects. Responsible for the development and maintenance of project estimation, scheduling, cost management, and risk assessment processes that comply with LyondellBasell's Project Management Process (PMP) and relevant Project Controls Guidelines (PEWP).
- Formulate the Project Controls Plan based on the defined scope and execution strategy for each project. Develop and review schedules, estimates, and risk registers included in the Project Execution Plan (PEP).
- Ensure the ongoing maintenance (including review and audit) of the estimating, cost, and scheduling processes and tools utilized by contractors, subcontractors, and vendors; ensuring alignment with LyondellBasell standards.
- Guarantee that cost estimates, schedules, man-hour budgets, scope modifications, cost trends, and budget revisions produced by contractors, subcontractors, and vendors are thoroughly reviewed.
- Develop and review the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS). Collaborate with project teams and contractors to ensure adherence to WBS, CBS, and work packaging requirements through appropriate segregation and coding.
- Analyze project control data to proactively identify issues and propose effective solutions. Serve as a member of the Project Leadership Team, advising and supporting Project Managers on control-related matters. Act as a liaison between the project team and the GP Project Controls organization, assisting in benchmarking efforts.
- Ensure that all project control data is accurately collected and recorded in the designated LyondellBasell systems (PIMS).
Required Qualifications
You are a knowledgeable project manager capable of effectively influencing project teams. Your ability to identify and resolve conflicts is commendable, and you are prepared to challenge leadership when necessary to secure successful project outcomes. You possess strong verbal and written communication skills, enabling effective interaction at various levels within project teams, site organizations, and corporate departments.
- Bachelor's degree in Business, Engineering, Construction Management, or a related field, or substantial relevant work experience.
- Membership or certification from a project management organization (e.g., PMP) is desirable.
- Over 15 years of experience in Project Controls, preferably within the petrochemical or refining sector.
- Functional expertise in cost control, planning/scheduling, estimation, and risk management.
- Understanding of contracting practices, project management methodologies, and financial systems related to project management.
- Familiarity with Primavera P6, Aspen Capital Cost Estimator (ACCE), and SAP. Proficient in using the Microsoft Office suite (Excel, Word, PowerPoint, Outlook).
- Demonstrated leadership experience or the ability to effectively influence project teams.
- Capacity to identify conflicts and resolve them effectively. Ability to challenge leadership when necessary to ensure successful project outcomes.
- Strong verbal and written communication skills with the ability to engage effectively within project teams, site organizations, and corporate departments.
- International project controls experience is an advantage.
- Proficiency in English is required; knowledge of additional languages (preferably Dutch or German) is desirable.
