Eligible candidates include:

Current INTERNAL Local National Employees across Germany. This encompasses all existing Local National staff of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe.

Key Responsibilities

The role involves serving as a **Housing Manager** at an Installation Management Command (IMCOM) location or remote site. The incumbent will oversee direct, on-site management, administration, and execution of various projects, facilities, or complexes in alignment with the housing management program(s) such as Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and Army Family Housing (AFH), utilizing the enterprise Military Housing (eMH) database. Responsibilities may include working under joint base operations, necessitating a comprehensive understanding of Army, Air Force, or Navy policies, programs, and procedures. For HSO, the individual will collaborate with a team to manage off-base housing services, conducting housing referrals and relocation support. Duties also include briefing and advising Active Duty and retired personnel, as well as DoD Civilians and Family Members, on housing options in the local area.

The role requires scheduling and conducting inspections of rental properties to assess their adequacy, habitability, and suitability for referral. The Housing Manager will act as a liaison for real estate agents, landlords, and property managers, maintaining a registry of real estate contacts for client distribution. Management of the Rental Partnership Program and Utility Deposit Waiver Program is also essential. The incumbent will gather and compile data for various reports related to housing availability, customer service metrics, and Basic Allowance for Housing (BAH) surveys. Additionally, the role involves investigating and mediating rental disputes between landlords and tenants, addressing issues such as unpaid rent, property conditions, and lease agreements.

In the context of UH, the individual will assist in managing barracks and dormitories, contributing to the development of installation plans and procedures for barracks maintenance, restoration, modernization, or replacement projects. Oversight of daily operations and accountability for government-issued furnishings and appliances is required. The role includes conducting briefings and training sessions for diverse audiences.

For Furnishings Management, the Housing Manager will assess requirements and maintain data for new or replacement furniture and appliances according to established criteria. Planning and budgeting for maintenance and distribution of housing furniture, including troop billets, is part of the responsibilities. The incumbent will utilize directives and regulations to determine furniture needs and estimate changes, while also scheduling special surveys and evaluations of furnishings and equipment.

Other duties may include serving as a point of contact for commercial contracts related to cleaning, repairs, and installations of furnishings. The Housing Manager will ensure compliance with directives regarding furnishings and equipment for Special Command Position quarters and General and Flag Officer quarters. Advising on cost limitations and procurement requirements for Department of the Army (DA) controlled items is also necessary. The role includes initiating paperwork for exceptions and drafting specifications for repairs and new furnishings as needed.

**C-6a:**

- **E&T Level I:** 2 years of relevant experience as defined in A below PLUS 4 years of experience as defined in B below.
- Current employees not meeting E&T Level I and not in a similar occupation must have 2 additional years of relevant experience as described in A below.
- **E&T Level II:** 1 year of relevant experience as defined in A below PLUS 4 years of experience as defined in B below.
- **E&T Level III:** 3 years of relevant experience as defined in B below.
- **E&T Level IV:** 2 years of relevant experience as defined in B below.
- **E&T Level V:** 1 year of relevant experience as defined in B below.
- Current employees with one year in the same or similar occupation qualify for the next higher grade.

**Experience A:** Includes clerical work in an office or store, computer usage, bookkeeping, inventory management, telephone marketing, event organization, or cashiering.

**Experience B:** Involves experience in a similar field relevant to the position, demonstrating the necessary knowledge, skills, and abilities required. The predominant experience should align with the level of difficulty of the position being filled. The amount of higher-level experience must be reasonably proportional to the total required years.

- **Office Automation skills are essential.**
- **Driver's license class B is required.**

**Language Proficiency Level:**

Proficiency in both English and German at Level C1 is required. Candidates may assess their proficiency through various online platforms offering tests under the 'Common European Framework of Reference for Languages' (CEFR).
