POSITION DUTIES AND QUALIFICATIONS

SUMMARY OF DUTIES:

The role involves the development, coordination, implementation, and management of fundamental procurement agreements. This position serves as a crucial link between clients, contractors, and the public to ensure that client requirements are fulfilled and that contractors adhere to the terms of the agreement.

The Business Enterprise Compliance Specialist I role within the City of Tucson's Business Department aids in routine functions by applying consistent regulations, clear protocols, and best practices for the City of Tucson's Small Business Enterprise Program (SBE) and the Federal Disadvantaged Business Enterprise Program (DBE).

This position operates under the guidance of the Contract Administration Manager and does not have supervisory responsibilities.

Duties and Responsibilities Compliance Monitoring (45%) - Essential
Participates in pre-bid, pre-construction, and labor compliance meetings. Aids in the preliminary assessment of submitted subcontractor documents and modifications using standardized forms and templates to ensure adherence to compliance standards. Presents findings to senior staff for approval and collaborates on issue resolution. Confirms contractor and subcontractor eligibility for contract awards. Ensures that applicants possess valid and active contractor licenses with the state licensing board and are not listed on federal debarment lists. Alerts senior staff of any discrepancies or errors found during the review of compliance documents and the monthly payment process for resolution. Conducts monthly audits to rectify issues. Sends reminders to subcontractors regarding payments and to prime contractors for payment input. Implements established compliance monitoring procedures to ensure adherence to Federal and local regulations.
Goal Assessment (20%) - Essential
Assists senior staff by performing initial evaluations of scope, specifications, and trades to determine Small Business Enterprise or Disadvantaged Business Enterprise subcontracting goals for professional design, construction, and construction services projects. Submits draft subcontracting goals along with supporting documentation to senior staff for review and approval.
Program Certification (10%) - Essential
Conducts initial assessments of applications and the annual certification renewal process. Aids in field investigations to verify applicants' capabilities and equipment in line with federal and local regulations. Reviews documentation and certification standards to ascertain the eligibility of firms seeking participation in the SBE and DBE programs. Identifies applicant ineligibility and missing documentation or information necessary for processing applications. Seeks guidance from senior staff on these matters and follows directions, which may include returning applications for additional information, marking applications as ineligible, or accepting applications.
Collaboration (10%) - Essential
Assists contractors in utilizing the contract compliance system. Communicates compliance issues to senior staff and receives guidance on how to proceed. Reviews and applies regulations with assistance from senior staff, including David Bacon & Related Acts, Disadvantaged Business Enterprise, Small Business Enterprise, Federal Transit Administration, Federal Highway Administration, Housing and Urban Development, and American Rescue Plan Act. Engages in trade shows, conferences, and events to promote and market the Small Business Enterprise and Disadvantaged Business Enterprise programs.

Data and Reporting (10%) - Essential

Collects statistical data, information, and documentation to prepare draft reports for senior staff and management. Researches and inputs monthly payments, change orders, and contract amendments into the contract compliance system. Creates and uploads contract documents approved by senior staff and monitors contracts within the compliance system. Uploads subcontractor agreements, debarment checks, and license verifications. Follows established procedures to finalize contracts in the compliance system.

Other Duties as Assigned (5%) - Non-Essential

Completes additional tasks as assigned. Engages in a variety of assignments under close supervision.
