POSITION DUTIES AND QUALIFICATIONS

The role involves the development, coordination, implementation, and management of fundamental procurement agreements. This position serves as a crucial link between clients, contractors, and the community to ensure that client requirements are fulfilled and that contractors adhere to the terms of their agreements.

DUTIES AND RESPONSIBILITIES:*

Position Specific Summary

The Business Enterprise Compliance Specialist I role within the City of Tucson's Business Department supports routine operations by applying consistent regulations, clear protocols, and best practices relevant to the City of Tucson's Small Business Enterprise Program (SBE) and the Federal Disadvantaged Business Enterprise Program (DBE).

This position operates under the guidance of the Contract Administration Manager and does not have supervisory responsibilities.

Duties and Responsibilities

Compliance Monitoring (45%) - Essential
Participates in pre-bid, pre-construction, and labor compliance meetings. Aids in the preliminary evaluation of submitted subcontractor documents and modifications using standardized forms and templates to ensure adherence to compliance standards. Presents findings to senior staff for approval and assistance in resolving issues. Confirms that contractors and subcontractors qualify for contract awards. Ensures that applicants possess valid active contractor's licenses and are not listed on federal debarment lists. Alerts senior staff of any errors or discrepancies found during the review of compliance documents and the monthly payment process for resolution. Conducts monthly audits and sends reminders to subcontractors regarding payments and to prime contractors for inputting payments. Applies established compliance monitoring protocols to ensure adherence to Federal and local regulations.

Goal Assessment (20%) - Essential
Assists senior staff by conducting initial reviews of project scopes, specifications, and trades to evaluate Small Business Enterprise or Disadvantaged Business Enterprise subcontracting goals on professional design, construction, and construction services projects. Submits draft subcontracting goals with supporting documentation to senior staff for review and approval.

Program Certification (10%) - Essential
Conducts initial reviews of applications and the annual certification renewal process. Assists with field investigations to verify applicants' capabilities and equipment in line with federal and local regulations. Reviews documentation and certification standards to determine the eligibility of firms applying for participation in the SBE and DBE programs. Seeks guidance from senior staff on issues related to applicant ineligibility and missing documentation.

Collaboration (10%) - Essential
Assists contractors in utilizing the contract compliance system. Informs senior staff of compliance issues and receives guidance on appropriate actions. Reviews and applies regulations with assistance from senior staff, including David Bacon & Related Acts, Disadvantaged Business Enterprise, Small Business Enterprise, Federal Transit Administration, Federal Highway Administration, and Housing and Urban Development. Participates in trade shows, conferences, and events to promote the Small Business Enterprise and Disadvantaged Business Enterprise programs.

Data and Reporting (10%) - Essential
Collects statistical data, information, and documentation to prepare draft reports for senior staff and management. Researches and enters monthly payments, change orders, and contract amendments into the contract compliance system. Creates and uploads contract documents approved by senior staff and monitors contracts within the compliance system. Uploads subcontractor agreements, debarment checks, and license verifications. Follows defined processes to finalize contracts in the compliance system.

Other Duties as Assigned (5%) - Non-Essential
Completes additional tasks as assigned, performing a variety of assignments under close supervision.
