POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:
The Business Enterprise Compliance Specialist I role within the City of Tucson's Business Department is essential for the development, coordination, and management of fundamental procurement contracts. This position serves as a vital link between clients, contractors, and the community, ensuring that client requirements are fulfilled and that contractors adhere to contractual obligations.
DUTIES AND RESPONSIBILITIES:
Position Specific Overview
The Business Enterprise Compliance Specialist I assists with routine compliance tasks by applying established regulations, clear guidelines, and best practices related to the City of Tucson's Small Business Enterprise Program (SBE) and the Federal Disadvantaged Business Enterprise Program (DBE). This role operates under the supervision of the Contract Administration Manager and does not have supervisory responsibilities.
Key Responsibilities
- Compliance Monitoring (45%): Attend pre-bid, pre-construction, and labor compliance meetings. Assist in the preliminary review of subcontractor documentation using standardized forms to ensure compliance. Present findings to senior staff for resolution of issues. Verify contractor eligibility for contract awards and ensure valid licenses.
- Goal Assessment (20%): Support senior staff in reviewing project scopes and specifications to evaluate SBE or DBE subcontracting goals for various projects. Prepare draft goals for senior staff review.
- Program Certification (10%): Conduct initial reviews of applications and assist in the certification renewal process. Engage in field investigations to confirm applicant capabilities and compliance with regulations.
- Collaboration (10%): Aid contractors in utilizing the compliance system and inform senior staff of compliance issues. Review regulations with guidance from senior staff and participate in events to promote SBE and DBE programs.
- Data and Reporting (10%): Collect data and documentation to prepare reports for management. Enter payments and amendments into the compliance system and monitor contract documentation.
- Other Duties as Assigned (5%): Perform additional tasks as required, under close supervision.
WORKING CONDITIONS
Primarily an office-based environment.
MINIMUM REQUIRED QUALIFICATIONS:
Education: Bachelor's degree
Work Experience: No prior experience required.
PREFERRED QUALIFICATIONS:
Two years of experience in small business development, contracting, or construction management.
