CCMD Team Project Manager, Assessment, Monitoring, and Evaluation Specialist

Job Summary

The CCMD Team Project Manager will be responsible for planning and coordinating Significant Security Cooperation Initiative (SSCI) proposals, tracking the execution and effectiveness of funded proposals, and acting as the AM&E Fusion Cell (AFC) team lead. The successful candidate will have a strong background in project management, security cooperation, and assessment and monitoring.

Key Responsibilities
  • Develop and implement security cooperation programs and activities, working across the Department.
  • Ensure quality control and timely completion of planning and execution tools and products.
  • Lead a team of analysts, ensuring they have the necessary tools and resources to perform their duties.
  • Collaborate with key interagency and state partners, stakeholders, and interest groups.
  • Apply OUSD-P issued AM&E guidance, templates, and frameworks.
  • Conduct partnership assessments and pre-activity assessments.
  • Identify gaps in partner nation institutional capacity.
  • Participate in developing, supporting, and progressing security cooperation programs, activities, and initiatives.
  • Develop initiative design documents (IDDs) related to security cooperation activities.
  • Develop and implement logic frameworks, theories of change, and performance indicators.
  • Develop monitoring and evaluation plans.
  • Support program management, planning, logistics, and administrative requirements, and interagency coordination in the field.
Qualifications
  • Bachelor's degree in business administration, public policy, international affairs, or a related field.
  • Minimum eight years of experience in project management, leading multi-disciplinary teams, and requirements gathering, design, implementation, and ongoing program management.
  • Minimum ten years of experience in at least one of the following: planning or implementing security cooperation programs, applying subject matter expertise in assessment, monitoring, and evaluation strategies, or working on a GCC or other senior-level DoD staff component.
  • Ability to obtain a Secret Clearance.
  • Fluency in English.
