Program Summary

The Base Operations Support Services program at USAG Stuttgart delivers comprehensive management, maintenance, and operational support across multiple military barracks/locations simultaneously in the Stuttgart area, ensuring safe, reliable, and high-quality environments for service members, civilians, and their families. With a dedicated team operating from Houston, Texas and Stuttgart, Germany, the US Army base operations program is recognized for its adherence to US Army Public Works standards, regulatory compliance, and continuous improvement, supporting mission-critical objectives for major commands such as EUCOM and AFRICOM. The program's achievements include timely facility maintenance, innovative service delivery, and a strong reputation for excellence within the Department of Defense community.

Job Summary

The Project Manager (PM) oversees the daily operations and performance of the Base Operations contract, ensuring all work meets the standards and requirements outlined in the PWS. The PM acts as the primary point of contact for all contract matters, maintaining effective communication with government representatives and leading the contractor team to deliver high-quality, timely services. This role requires strong organizational and leadership skills to managing a 120+ workforce simultaneously at multiple locations under the contract to include resources and contract deliverables. The PM is responsible for ensuring compliance with all applicable German and US Army laws, regulations, and directives, while fostering a safe, reliable, and hospitable working environment. The PM must be available on-site during standard hours and accessible 24/7 for urgent matters.

Roles and Responsibilities

  • Serve as the primary authority for all contract-related matters, representing the contractor in communications with the Government.
  • Lead and manage contractor personnel, ensuring adequate staffing and supervision for uninterrupted service delivery.
  • Oversee contract administration, including transition planning, performance evaluation meetings, and coordination with government officials.
  • Ensure compliance with all Federal, State, Local, and Host Nation laws, regulations, and directives.
  • Maintain a safe, well-maintained, and aesthetically pleasing environment across all assigned facilities.
  • Develop and implement contingency plans for emergencies, disasters, and labor disputes.
  • Ensure timely completion of all deliverables, reports, and documentation as specified in the contract.
  • Manage quality control processes and ensure adherence to performance standards.
  • Coordinate with subcontractors and oversee their performance as required.
  • Foster a professional, ethical, and customer-focused culture among all contractor personnel.

Basic Qualifications

  • Must be a US Citizen
  • Baccalaureate degree from an accredited college or university.
  • Minimum five (5) years of experience in base support management or a contract similar in scope and breadth.
  • Ability to understand, speak, read, and write English at Level 3 or above (per TE05 Language Requirements).
  • Availability on-site between 0700–1600 hours, Monday through Friday, and accessible 24/7/365 including Federal and German holidays.
  • Legal residency and work permit for Germany (if applicable)

Preferred Qualifications

  • Experience managing contracts for U.S. military installations or similar environments.
  • Demonstrated success in implementing performance-based management and continuous improvement initiatives.
  • Advanced training or certification in project management (e.g., PMP, PRINCE2).
