**Duties**: - Engage in extensive planning and coordination on assigned areas. - Recommend technical standards, policies and procedures for 2d Theater Signal Brigade. - Recommend automation and communication technical solutions for assigned projects. - Formulate program guidance in coordination with the Department of Army regulations. - Responsible for planning and conducting analyses of broad areas of projected work processes, operational practices, and needs that will affect USAREUR's Information Superiority posture over the next decade. - Maintain liaison at all levels within the Readiness Support Center to promote coordination of logístical efforts and exchange of information. - Direct the Satellite Communications and Nuclear Command, Control, Communications activities that encompass systems in the Extremely High Frequency, Super High Frequency and Ultra High Frequency spectrums. - Advise the commander and staff on logistic status and support needed. - Serve as the Satellite Communications Capability Manager in the Plans and Exercise Branch at 2d Theater Signal Brigade. - Conduct continuing review of information systems technological developments applicable to systems design. - Prepare long-range strategic plans for requirements relevant to 2d Theater Signal Brigade’s mission. **Requirements**: **Conditions of Employment**: - Three year trial/probationary period may be required. - In support of the mission, the incumbent is required to obtain and maintain a NTV driver license for driving Government Owned Vehicles. - The employee is required to obtain a DoDD 8570 IAT level II certifications appropriate to assigned duties of the position. - Moderate to heavy lifting up to 50 pounds is required. - Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations. - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. - See "Additional Information" section for additional requirements. - This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport. - This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time. **Qualifications**: **Who May Apply**: **GG-11: This position is in the**Professional**Category at the**Full Performance** Work Level within the CES Occupational Structure.** **GG-12: This position is in the**Professional**Category at the**Full Performance** Work Level within the CES Occupational Structure.** **GG-11** **Specialized experience-**maintaining, operating, and configuring all types of communication equipment; planning, coordinating and managing organizational communication equipment, both from a logistics and maintenance perspective; resolving communications difficulties between system elements. OR **Education**:Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.) OR **Combination of Education and Experience**:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. **GG-12** Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted at the GG-12 level. - Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights.
