Position Summary

Under the supervision of the Program Manager, the Program Coordinator is responsible for the activity design, development, communication and coordination with partners, implementation and close out for these activities in accordance with project documents, an approved budget, and in conformity with Creative’s rules and procedures. The Program Coordinator will work in close collaboration with the program team inside Syria and the operations and MER teams in Berlin.

Tasks

**Responsibilities**:

- Design and develop activity sheets and budgets in accordance with Al Rashad Plus work plan, the needs in the targeted communities, and the client / donor guidance. Coordinate with the partners inside Syria, to understand the needs, develop and implement the activities, and to build trust and professional relationship with the partners.
- Being up to date regarding contextual development and the political, security,

socioeconomic dynamics in the program’s area of operation and report incidents and development to the program management team.
- Liaise between program, grants, and MER to ensure all parties are informed and have

contributed relevant inputs regarding the development of all activities and grants;
- Develop detailed risk assessments and mitigation plans for each activity sheet to

include all possible risks associated with the activity;
- Timely development and technical implementation of field activities with main local partners and in accordance with project documents, an approved budget, and in conformity with Creative’s rules and procedures.
- Work in close collaboration with the program team inside Syria and the operations team in Berlin to assist in designing, developing, implementing and closing out program activities implemented in Eastern Syria.
- Provide support on an as needed basis to the Program senior management.
- Draft the Fixed Amount Subaward (FAS) and neg memos, the design of milestone deliverables and provide concurrence of milestone completion after activity award.
- Provide day to day follow up for activity portfolio of multiple activities, as needed, to ensure effective programmatic delivery that meets the objectives of each activity.
- Track progress against the activities’ work plan to meet individual activity deliverables.
- Review all activity related financial reporting and ensure all costs and payments are in accordance with the signed agreements ensuring supporting documentation is complete.
- Coordinate with procurement and operations team, as needed, to ensure effective design and development of activities.
- Maintain a good relationship with the field activity and facilitate delivery of projects inside Eastern Syria.
- Share highlights, success stories, lessons learned, and challenges provided by the implementing partner with M&E team for qualitative reporting.
- Contribute to weekly, quarterly, and ad hoc reporting.
- Updates and maintains accurate activity files on the SharePoint
- Maintain regular communications with the field staff and provide any political, military, and/or social changes to the program and M&E team.
- Draft the final report of activities.
- Prepare close out the checklist.
- Other duties as assigned by the program senior management.

**Requirements**:
**Qualifications**:

- High School diploma or equivalent in the relevant field required, BA degree highly desired.
- Must have 4 years of general work experience, and 2+ years of the specific experience of international professional in public outreach, civil society, or local governance.
- Demonstrated professional experience and knowledge in designing components programming under donor regulations, preferably with the USG.
- Experience in working on United States government funded development/stabilization programming strongly preferred.
- Demonstrated knowledge of regional conflict and political dynamics with a focus on the Syrian context strongly preferred.
- Advanced knowledge of Spoken and Written English highly desired, medium level required and Arabic language required.
