Job Summary:

The Department of Defense (DoD) Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of Assessment, Monitoring, and Evaluation (AM&E) and establish an AM&E program at each GCC within the ODASD Global Partnerships at DoD. The project supports reform of institutional capacity building of partner nations' ministries of defense with a whole of government approach.

Key Responsibilities:

  • Develop and implement security cooperation programs and activities by working across the Department.
  • Ensure quality control and that all required planning and execution tools and products are completed, coordinated, and delivered on time.
  • Lead a team of analysts to ensure they are equipped with the tools needed to do their job and ensure positive team dynamics and teamwork.
  • Collaborate with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.
  • Apply OUSD-P issued AM&E guidance, templates, and frameworks.
  • Conduct partnership assessments and perform pre-activity assessments and program monitoring in conjunction with other support staff.
  • Identify gaps in partner nation institutional capacity and participate in developing, supporting, and progressing security cooperation programs, activities, and initiatives.
  • Develop initiative design documents (IDDs) related to security cooperation activities in a country and develop and implement logic frameworks, theories of change, and performance indicators.
  • Develop monitoring and evaluation plans and support program management, planning, logistics, and administrative requirements, and interagency coordination in the field.
  • Conduct monitoring and evaluation of military or civilian capacity building efforts.

Requirements:

  • Bachelor's degree in business administration, public policy, international affairs, or a related field is required. Master's degree in related field is preferred.
  • Minimum eight years of experience in project management leading multi-disciplinary teams of analysts, and other personnel, including requirements gathering, design, implementation, and ongoing program management is required. Minimum ten years of experience is preferred.
  • Minimum ten years of experience required in at least one of the following: Planning or implementing security cooperation programs. Applying subject matter expertise in the following functional areas: developing assessment, monitoring, and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods, organizational management of programs rooted in evidence, creating data visualization, and maintaining databases. Working on a GCC or other senior-level DoD staff component and demonstrated ability to produce high-level planning documents for senior leaders.
  • Experience implementing change management is preferred.
  • Knowledge of the GCCs security cooperation portfolios and associated planning processes is preferred.
  • Knowledge of monitoring and data collection is desired.
  • Ability to align needed subject matter experts to identified requirements, such as logistics, human resources, capability gap analysis.
  • Ability to obtain a Secret Clearance is required.
  • Fluency in English is required.
