Job Summary

We are seeking a highly skilled Project Manager to join our team at U.S. Army Europe and Africa. The successful candidate will be responsible for managing and coordinating all aspects of engineering and construction projects, ensuring timely completion, and meeting budget and quality standards.

Key Responsibilities
  • Establish and coordinate project scope, cost estimates, and budgets
  • Develop and implement project schedules, procurement strategies, and source allocations
  • Prepare and coordinate data entry into the USAG Bavaria Project Management Database (PMD)
  • Assure the development and technical adequacy of feasibility reports, design directives, and contracts
  • Confer with agency representatives to obtain information on functional requirements and design criteria
  • Prepare schedule of services and cost estimates for A-E and JOC services
  • Initiate Requests for Proposals (RFP) and participate in A-E pre-selection and selection boards
  • Monitor and review contractor performance, payment estimates, and progress schedules
  • Ensure timely coordination with local host nation agencies to prevent project delays
  • Resolve issues and schedule project phases, monitoring progress against schedules
  • Advise supervisor of potential problems and initiate corrective actions to avoid target date slippage
  • Monitor project costs to keep within program targets
  • Maintain control of project design schedules, resolve problems, and procedural issues through technical or managerial channels
  • Coordinate all project development activities with responsible parties
  • Coordinate review of preliminary and final plans/studies specifications and estimates
  • Ensure overall review for conformity with directives, compliance with contract, adherence to criteria, and accepted engineering practices
  • Forward submittals to using agency and higher chain-of-command for approval
  • Analyze comments from various internal and external agencies and incorporate into preliminary and final design
  • Serve as chairperson for design review conferences
  • Prepare technical and justification portions of fund request messages
  • Ensure timely receipt of funds for all project changes prior to incurring obligations
  • Adjust project budgets prior to requesting additional funds in support of changes
  • Participate in the development of special contract language related to construction phasing requirements
  • Review performance period and project phasing
  • Prepare estimates of liquidated damages and other special contract provisions
  • Process documentation for contracts, including solicitations, negotiation, and preparation of final contract documentation
  • Establish and monitor schedules for the advertisement and award of construction contracts
  • Attend pre-solicitation conferences, review construction contract solicitations, and assist in contract bid evaluations
  • Review award packages to ensure appropriate documentation is included
  • Review all contract actions before signature by contracting officer and resolve any problems or questions
  • Participate in rating study/design/construction contractor performance upon completion of project
  • Review construction contractor progress schedules
  • Manage and coordinate changes and funds requests as required during the execution of the project
  • Ensure that modifications or change order requests are complete, properly documented, categorized, and processed timely
  • Provide PMD data updates from contract modifications as project requires
  • Prepare design deficiency memorandum on design error changes and inform designer of liability
  • Assure preparation of draft findings on contract claims and disputes for contracting officer's decisions
  • Make field visits to ensure work is performed as planned and to resolve technical problems
  • Participate in regular meetings, pre-final and final inspections as required
  • Coordinate actions and processes documentation for terminating contracts
  • Monitor contract closeouts, including review of contractor and A-E evaluations and associated documentation
  • Coordinate preparation of DD Form 1354, Operation and Maintenance Manuals, Warranty Inspections, and monitors final transfer to user
  • Prepare standard and special briefing information for Branch Chief and other presentations to customers, higher headquarters, and DPW executive office
  • Perform briefings, when required, for DPW line item reviews (LIR) and in-progress reviews (IPR)
  • Attend staff conferences for advanced planning and scheduling of projects
  • Maintain, review, evaluate, and interpret management information of projects under planning, design, and construction
  • Update PMD and other reporting system for all assigned projects
  • Initiate corrections if errors are found
  • Responsible for the research, preparation, and coordination of the full range of reports and correspondence associated with projects
Requirements
  • Graduate from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position
  • Fully recognized by German authorities to practice the engineering profession in Germany
  • German driver's license class B desired
  • Office automation skills required
  • English Language Proficiency level B2 and German Language Proficiency level C1 required
