Project Management Controls Specialist

We are seeking a Project Controls Manager (m/f/d) to join our team across Germany.
The Project Controls Manager plays a pivotal role in setting up and sustaining project estimation, scheduling, cost management, and risk assessment processes for assigned projects, ensuring they align with LyondellBasell's Project Management Process (PMP). You will oversee project control functions to deliver comprehensive data concerning health, safety, environment (HSE), costs, and scheduling performance to the project manager and stakeholders.
Key Responsibilities
- Act as a Project Controls Manager (PCM) for one or more significant projects, responsible for the establishment and maintenance of project estimation, scheduling, cost, and risk management processes that adhere to LyondellBasell's quality and technical standards.
- Develop the Project Controls Plan based on the project scope and execution strategy. Review and prepare schedules, estimates, and risk registers as part of the Project Execution Plan (PEP).
- Ensure the ongoing maintenance, review, and auditing of estimating, cost, and scheduling processes and tools utilized by contractors and vendors, ensuring compliance with LyondellBasell's requirements.
- Review and validate cost estimates, schedules, man-hour budgets, scope changes, cost trends, and budget revisions generated by contractors and vendors.
- Develop and review the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS). Collaborate with project teams and contractors to ensure adherence to WBS, CBS, and work packaging standards.
- Analyze project control data to proactively identify issues and recommend solutions. Serve as a member of the Project Leadership Team, advising Project Managers on control-related matters, and act as a liaison between the project team and the Project Controls organization.
- Ensure that all project control data is accurately collected and stored in the appropriate LyondellBasell systems.
Qualifications
You are a skilled project manager capable of effectively influencing project teams. You excel at identifying conflicts and resolving them efficiently, and you are prepared to challenge leadership when necessary to achieve successful project outcomes. Your strong verbal and written communication skills enable you to engage effectively with various stakeholders, including project teams, site organizations, and corporate departments.
- Bachelor's degree in Business, Engineering, Construction Management, or a related field, or significant relevant work experience.
- Certification or membership in a project management professional organization (e.g., PMP) is desirable.
- Over 15 years of experience in Project Controls, preferably within the petrochemical or refining sectors.
- Functional expertise in cost control, planning/scheduling, estimating, and risk management.
- Knowledge of contracting practices, project management methodologies, and financial systems related to project management.
- Familiarity with Primavera P6, Aspen Capital Cost Estimator (ACCE), and SAP, along with proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Outlook).
- Proven management experience or the ability to effectively influence project teams.
- Capacity to identify and resolve conflicts effectively, and to assertively engage with leadership to ensure project success.
- Strong communication skills, both verbal and written, with the ability to interact effectively within project teams, site organizations, and corporate departments.
- International experience in project controls is advantageous.
- Proficiency in English is required; knowledge of additional languages (preferably Dutch or German) is a plus.
