Job Summary

We are seeking a highly skilled and experienced Personnel Specialist to join our team at U.S. Army Europe and Africa. As a key member of our Human Resources department, you will be responsible for providing expert advice and guidance on a wide range of civilian human resources functions.

Key Responsibilities
  • Provide advisory services to HRSCs, Processing Center, senior leaders, management officials, and commanders of installations/activities in the region.
  • Respond to difficult issues involving complex projects/problems that require expert advice and/or authoritative policy and/or procedural interpretations.
  • Responsible for planning and conducting special projects or studies to identify and resolve operating issues and problems, or improvements to the delivery of human resources services within the region.
  • Represent the Directorate Director at meetings, conferences and workshops on civilian human resources matters.
  • Provides authoritative interpretation and instructions on laws, regulations, policies and procedures, and advises on appropriate courses of action.
  • Keeps informed on developments, changes to or newly introduced Host Nation labor laws, pertinent regulations and procedures affecting the Local National workforce within the US Forces.
  • Serves as interpreter for the Director and other dignitaries during official meetings with Host Nation officials/representatives.
  • Prepares correspondence to Host Nation organizations/agencies and translates legal documents and other complex material into final or required form.
  • Serves as staff action officer for special programs in the footprint.
  • Promotes and provides administrative oversight to Army, DOD, vendors & contractors programs within the region.
  • Establishes management controls, implementing instructions, and other guidelines to assist in the effective management of special programs.
  • Monitors program implementation and administration to assure compliance with established policies, regulations, and practices.
  • Serves as primary liaison on host nation matters of importance with HRSCs, USAREUR-AF CPD, MACOM, HQ CHRA program administrators, as well as Host Nation representatives and coordinates required actions, keeping abreast of issues or problems that affect status of programs.
  • Compiles statistical and narrative data used to evaluate programs and recommends corrective actions/improvements as required.
  • Observes, interprets and aids the Region Director in implementing established policies, directives and instructions by HQ CHRA governing relationships between US Forces in Europe and Local National workforce.
  • Advises the Director on agreements and procedures to facilitate and maintain good relations between the Local National workforce and their representatives, with particular emphasis on developing effective channels of communication.
  • Provides the Region Director with competent advice on host nation policies and affairs.
  • Monitors production reporting systems and oversees the preparation of reports to HQDA, DOD, and OPM.
  • Acts as the point of contact for coordinating headquarters surveys and other program reviews.
  • As a senior human resources analyst in the Region, assists the Directorate Director in developing and monitoring Review and Analysis data.
  • Compiles and analyzes a variety of program, production, advisory and demographic indicators to identify adverse trends and potential trouble spots.
  • Recommends corrective action, system changes, policy or business process changes, etc. and develops Directorate program-planning documents consistent with Department of the Army objectives and goals.
  • Ensures overall plans consider the needs and problems of serviced organizations and the recommendations and advice of serviced Commanders, managers and others (including HQ Army, DOD program specialists, and contractors) are implemented in a timely manner.
Requirements

The ideal candidate will have a strong background in human resources, with experience in providing advisory services, conducting special projects, and representing senior leaders at meetings and conferences. A bachelor's degree in a related field, such as social science, business administration, or law, is required. Additionally, the candidate must have a strong understanding of host nation labor laws and regulations, as well as excellent communication and interpersonal skills.

Language Proficiency

The candidate must have a high level of proficiency in both English and German, with a minimum of C2 level in both languages.
