Position Overview:

The Construction Surveillance Technician plays a crucial role in maintaining security at the Secure Construction Site (SCS). This position involves executing access control measures at all vehicle and pedestrian entry points in accordance with the Construction Security Plan (CSP). The technician is tasked with screening all non-cleared personnel, vehicles, and equipment entering or leaving the SCS, ensuring that prohibited items such as explosives, weapons, and unauthorized electronic devices are not introduced. Random inspections of site areas are also conducted to uphold security standards.

Key Responsibilities:

  • Conduct thorough inspections of individuals and vehicles seeking access to the site to prevent the introduction of prohibited items and unauthorized personnel.
  • Examine all materials and tools entering the site to identify any clandestine devices or irregularities before granting access.
  • Implement access control procedures at all designated entry points.
  • Assist in inspecting materials at Secure Storage Areas.
  • Escort inspected materials to the Secure Construction Site as necessary.
  • Report any incidents or activities at assigned posts to the CST Team Lead.
  • Participate in daily coordination meetings with the CST team.
  • Document reported incidents when proficient in written communication and organization.
  • Adhere to the CST Contractor's Site Safety Plan relevant to CST activities.

Qualifications:

  • A minimum of a high school diploma or GED, along with at least six (6) years of experience in construction security, physical security, or government security.
  • Surveillance and Monitoring:
  • Continuously monitor construction activities to ensure adherence to security protocols and safety regulations.
  • Control access to the construction site, allowing entry only to authorized personnel.
  • Inspect materials, equipment, and work areas to prevent security breaches or unsafe practices.
  • Documentation and Reporting:
  • Maintain detailed logs of construction activities, incidents, and observations.
  • Prepare comprehensive reports on construction progress and compliance issues.
  • Promptly report any security breaches or safety violations to the appropriate authorities.
  • Inspect various construction trades' tools and materials to identify any anomalies indicative of tampering.
  • Recognize plumbing, HVAC, and electrical components during inspections to detect potential threats.
  • Identify and inspect concrete delivery vehicles for any irregularities.
  • Assess static security techniques and procedures effectively.
  • Utilize inspection tools and techniques for vehicle and personnel searches.
  • Understand and apply access control system operations and requirements.
  • Produce written reports on unauthorized access attempts.
  • Maintain and operate badging equipment.
  • Report any suspicious behavior.
  • Top Secret clearance is required.

Desired Skills:

  • Experience as a CST at domestic or overseas project sites is preferred.

Physical Abilities:

  • Ability to lift up to 100 pounds and maintain balance while working at heights.
  • Perform various physical tasks such as walking, climbing, and reaching overhead regularly.
  • Possess good vision and hearing capabilities to effectively communicate in English.
  • Recognize potential issues and apply general rules to specific problems.
  • Ability to see details at close range and understand spoken information.
