Chief, Movement Control Office

Join the U.S. Army Europe and Africa team as a Chief, Movement Control Office. In this role, you will be responsible for directing and executing transportation policies and guidelines within assigned geographical areas. You will work as a transportation agent with signatory authority, determining the legally applicable and most economical rates and routes for shipment of freight in accordance with published tariff routing.
Key Responsibilities:- Plan, assign, and evaluate work to be accomplished by subordinates
- Give advice, counsel, and instruction to employees on both work and administrative matters
- Supervise, administer, or perform work involved in the procurement of common carrier and other miscellaneous means for the domestic and foreign movement of freight
- Perform pre-audit on freight bills for commercially contracted transportation using available tenders, tariffs, and other guidelines
- Review bills for correctness and compliance with the requested transportation service
- Sign for correctness of services rendered by commercial carriers and for correctness of documentation
- Receive and review written and oral requests for shipment of military cargo of all kinds to be shipped for special material and physical characteristics
- Determine priority of request and identify items which require particular handling, packaging, loading, or carrier equipment, military escort, or security measures
- Select appropriate carrier and mode such as rail, road, air, ship, government of commercial funded services, etc.
- Consider comparability of approximately costs, availability of through routes, carrier operating rights, and priority shipment
- Receive information on Military Impedimenta (MI) movements in and out of AOR
- Closely coordinate MI movements with troop unit Commanders and host nation rail officials
- Ensure that troop units adhere to applicable time schedules for loading of trains and that safety rules and regulations are adhered to and instruction given by rail inspectors are correctly followed in order to ensure that loaded trains pass final inspection
- Arrange for inland and international shipment, to include full, partial, and piece loads using through, diverted, and multi-wide shipment operations
- Code and prepare appropriate shipment documentation according to mode of shipment
- Identify requests, which are handled locally, and those, which must be passed on to regional office for approval
- Request placement of transportation from higher headquarters, or coordinate local contracted services
- Maintain contact with host nation rail authorities and local economy commercial firms
- Responsible for the coordination and establishment of commercial bus tenders within appropriate AOR
- Plan varied special transportation actions, involving shipments with non-recurring origins, destination points, or routing patterns
- Coordinate specialized carrier equipment and services, such as cranes, special packing for sensitive or dangerous materials, military escorts, etc.
- Contact local state offices to arrange permission for extra wide loads, escorts, special routes, etc.
- Employee ensures that consigned unit takes all actions and precautions to prevent delays in loading, demurrage costs, and safety hazards
- Prepare special shipment forms for customs clearance for air or ship transportation
- Prepare a variety of recurring and special reports on shipment operations
- Compile statistical data for the daily installation status report and monthly transportation operation report to show each mode use and operation; researches and prepares the monthly commercial and military line haul status report to reflect funding of various mode operations
- Maintain files, information, and statistics on freight operations
- Provide information to customers, consignees, other freight transportation offices, and local economy carriers as requested
- Provide advice on how to ship various items, costs, forms required, time frames, priorities, etc.
- English and German Language Proficiency level B1 required
- Office automation skills are required
- Ability to obtain and maintain a military driver's license
- Ability to lift and carry up to 25 lbs
- Ability to work on weekends and holidays
- Ability to perform on-call duty
- 30 days of annual leave; 36 days for severely handicapped employees
- Vacation and Christmas pay (total of 13 monthly salaries)
