POSITION DUTIES AND QUALIFICATIONS

SUMMARY OF DUTIES:

The Finance Administrator role within the Business Services Department is responsible for overseeing the financial operations of the division. This includes managing budgets and contracts while assessing the implications of financial decisions. The position serves as a representative for the division on various projects and ensures adherence to relevant regulations.

The Finance Administrator at the City of Tucson's Business Services Department (BSD) is tasked with the strategic planning, execution, and management of financial functions, including reporting, budgeting, contracting, and special initiatives. This role collaborates closely with department directors, finance managers, and support personnel to align with the City's financial objectives.

The position operates under the guidance of the Director of the Business Services Department and supervises Finance Manager staff.

Duties and Responsibilities

Directs the planning, execution, and management of financial functions and resources within the division to meet the strategic goals of the departments and the City efficiently. Provides guidance and support to finance managers to ensure compliance with local, state, and federal regulations. Develops and enforces financial policies. Conducts analysis of financial data, trends, and strategies to produce comprehensive financial reports. Designs and manages financial evaluation tools to guarantee the accuracy of financial information. Coordinates the creation of the City's Annual Comprehensive Financial Report. Establishes and implements policies and procedures to ensure program operations comply with established standards and regulations. Manages special projects and issues by communicating financial implications effectively. Oversees special initiatives for the City Manager and other departments. Supervises one or more full-time employees, providing direction and mentorship. Involved in recruitment and retention efforts; coordinates staff training. Reviews and approves timecards, leave requests, and personnel actions. Champions the department's vision through division activities, ensuring high employee productivity and morale. Prepares departmental and city-wide budget reports, memos, and presentations. Initiates and participates in staff meetings. Maintains professional expertise through continuous learning, including attending seminars, reviewing professional literature, and engaging with professional organizations. Cultivates strategic partnerships with community representatives and external agencies to address community issues, acting as a representative of the City. Completes additional duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Bachelor's degree

Work Experience:

Five (5) years of relevant experience
