HR Operations Specialist (m/f/d) Stuttgart, Germany Eligibility Criteria

WHO MAY APPLY:

Current INTERNAL Local National Employees throughout Germany, including all Local National employees of the U.S. Forces in Germany, such as U.S. Air Force and AAFES-Europe, as well as EXTERNAL Local National Applicants residing in Germany.

Key Responsibilities

As a senior HR Operations Specialist, you will undertake essential assignments within the Civilian Human Resources Agency (CHRA). The CHRA oversees the comprehensive civilian personnel operational framework for the Army, which includes CONUS and OCONUS HR Regional Processing Centers, Civilian Personnel Advisory Centers (CPACs), and Non-Appropriated Fund Human Resources Offices (NAF HROs). Your role will be pivotal in ensuring global HR operational effectiveness, which encompasses:

  • Establishing and maintaining HR standards and metrics
  • Implementing total quality management practices
  • Facilitating recruitment and placement processes
  • Overseeing employee development and training initiatives
  • Managing classification and position oversight
  • Enhancing labor relations and employee engagement
  • Driving organizational development and workforce optimization

Assignments may involve complex challenges, requiring both independent problem-solving and advisory capabilities.

Qualifications

To qualify, candidates must meet the following educational and experience criteria:

  • C-6: E&T Levels I and II are not applicable for this role.
  • E&T Level III A: Completion of an apprenticeship in a commercial, business, or administrative field, such as industrial management or personnel management, along with 2 years of relevant experience.
  • E&T Level III B and C: Require 2 years of relevant experience.
  • E&T Level IV A: Completion of an apprenticeship in a relevant field plus 1 year of job-related experience.
  • E&T Level IV D: Requires 1 year of relevant experience.
  • E&T Level V: A university degree in a related field is necessary, with no additional experience required.

Language proficiency in both English and German at a C2 level is mandatory. Candidates are encouraged to verify their language skills through recognized online assessments.

Employment Conditions

This position may be filled at various levels (C-6, C-6a, C-7, or C-7a). The incumbent may be eligible for non-competitive promotions upon fulfilling training requirements and receiving supervisor recommendations. Occasional temporary duty travel may be required.
