Role Overview

The Facilities Operations Manager (FOM) is tasked with overseeing all facets of facility services as outlined in the contractual obligations and will report to the Senior Facilities Manager or Regional Facilities Manager. In this role, the incumbent will be accountable for service delivery at designated locations, evaluated against contractual KPIs or SLAs. The position will have functional responsibility for a specific sector of the Client Sites, ensuring client and tenant satisfaction across all dimensions.

The FOM is responsible for collaborating directly with the local client to gain a comprehensive understanding of their objectives and to implement property-specific operational strategies that meet these standards. Once established, the FOM must supervise the execution of all sanctioned initiatives and programs by managing and coordinating the efforts of the facilities management team (including direct reports, service providers, contractors, and building personnel) to achieve the desired outcomes. The FOM will represent JLL within the local and regional business and real estate community to enhance JLL's reputation and capabilities to potential tenants and clients.

Key Responsibilities

  • Engage with the Site Leadership team (Country Manager, HR, Finance, Legal, IT, etc.).
  • Prepare and disseminate Quarterly / Annual Business Review (QBR / ABR) materials to ensure client satisfaction.
  • Procure goods and services for client properties utilizing JLL's sourcing teams.
  • Conduct regular meetings with Landlords to ensure compliance with lease terms, including external maintenance and central plant management.
  • Evaluate and plan space utilization, updating floor plans in collaboration with client architects.
  • Ensure adherence to KPIs and SLAs as defined in the contract.
  • Manage projects during build-out phases, coordinating work schedules and related activities.
  • Mentor and guide all project teams (sub-contractors, maintenance engineers, and commissioning engineers) throughout the project lifecycle.
  • Conduct site inspections (with other members of the Facilities Team):
  • Oversee daily cleaning operations.
  • Manage heating, ventilation, and air conditioning systems.
  • Supervise landscaping services (when applicable).
  • Ensure that contracted resources meet duration and quality targets, addressing under-performance issues as necessary.
  • Establish and maintain information systems for effective scheduling and documentation of contract work.
  • Process and manage invoices and work orders, monitor budgets in the financial system, and prepare forecasts.
  • Oversee all technical maintenance for installations (AC/heating/fire safety systems, electrical installations, etc.).
  • Negotiate and maintain contracts with vendors.
  • Plan and budget for internal fit-out works and technical installations.
  • Manage the procurement of furniture and coordinate internal departmental office/space relocations.
  • Supervise a team of receptionists and an Office Services Coordinator/Building Operations Coordinator, including resource allocation, workload delegation, and adherence to best practices (roles may not be present at every site).
  • Handle general administration of the department, including holidays, training, and performance reviews.
  • Update and maintain official safety documentation, liaising with relevant authorities.
  • Organize fire evacuation and first aid training for employees.
  • Serve as the point of contact for security and alarm responses.
  • Provide coverage for Office Services Coordinator/Building Operations Coordinator as needed.
  • Perform all additional duties commensurate with the level of the role.

Qualifications

  • Ideally, 6+ years of experience in a Facilities Management role within a large commercial organization.
  • Proven experience in managing facilities contracts and supplier/contractor relationships.
  • Familiarity with EU Facility legislation and governing bodies.
  • Quality Assurance knowledge and experience is desirable.
  • Fluency in the local language and English is essential.
  • Strong customer focus.
