Attorney-adviser (General)

**Duties**:

- Prepares written opinions and renders legal advice on a wide variety of administrative law matters, including but not limited to general military administrative law, military personnel law and sustaining base/installation law.
- Serves as USEUCOM’s lead ethics counselor and directly advises and assists the USEUCOM SJA, EUCOM’s Deputy Designated Agency Ethics Official (DDAEO), in executing the command's Ethics Program.
- Provides oral and written advice and guidance to USEUCOM leadership, staff, and investigating officers on the conduct of, and as appropriate coordinates and tracks, USEUCOM level investigations.
- Incumbent is the labor and civilian personnel law expert for USEUCOM and provides legal advice to policy makers on the legal impact of personnel policy in the USEUCOM area of operations.
- Represents USEUCOM and the U.S. Government in civilian personnel law litigation.
- Conducts research to analyze factual and legal issues in labor cases and determines what additional facts are needed to support the agency’s position.
- Reviews cases to determine possible appropriate settlement recommendations.
- Considers the weight of the evidence, the significance/visibility of the case, the potential precedent, the cost of litigation, and other considerations that bear on the advisability of settlement.
- Reviews existing and proposed new or amended legislation and evaluates the legislation in terms of its foreseeable effect on the command's authority and scope of operations, procedures, and practices.
- Serves as the command environmental law attorney.
- Research host nation and United States original source material such as statutes, judicial decisions, and rules and regulations pertaining to the environmental impact and legal compliance by U.S. Forces activities in the USECUOM area of operations.
- Advises USEUCOM directorates on law and procedure applicable to US Forces and their activities in the USEUCOM area of operations.
- Prepares opinions and drafts and personally negotiates agreements on legal issues involving US and host nation law.
- Serves as the legal adviser for appropriated (APF) and non-appropriated (NAF) fund contract matters.
- Provides advice and guidance to all levels of the command on fiscal law issues involving both appropriated and non-appropriated funds as they relate to contracting and other matters.

**Conditions of Employment**:

- A two-year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
**Experience**: In addition to the requirements above, applicants for the GS-14 or equivalent Attorney positions must also possess 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

**Time in Grade**: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.
