Vilseck, Deutschland US Military Treatment Facilities under DHA Vollzeit

**Duties**:

- Administer pediatric standardized tests to determine a child's developmental strengths and weaknesses (e.g. Battelle Developmental Inventory-2; REEL-3; Developmental Assessment of Young Children-2)
- Collect data from other team members and agencies involved in the evaluation process to obtain an authentic assessment of the child's functional skills and abilities.
- Participate in Early Intervention Services (EIS) public awareness events to identify children with potential special needs and provide information to those eligible families.
- Develop and adapt intervention strategies to each family (e.g. implement assistive devices, adapting utensils/toys, and develop picture boards) to optimize the child's functional development

**Requirements**:
**Conditions of Employment**:

- One year trial/probationary period may be required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- A Personnel Security Investigation is required
- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position requires Temporary Duty (TDY) or business travel approximately 20% of the time away from your permanent duty station.
- This position requires a valid, state-issued and USAREUR Drivers License and must be insurable in order to travel to other locations in the commands structure.

**Qualifications**:
**Basic Requirement for Early Childhood Special Educator**:

- OR
- B. Combination of education and experience: courses equivalent to a major in child development or early childhood education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
**Specialized Experience**: One year of specialized experience which includes using comprehensive standardized tools to evaluate and assess infants and toddlers with complicated developmental delays AND developing an Individualized Family Service Plan (IFSP) with the family AND providing home based Early Intervention Services (EIS) to special needs infants and/or toddlers and their families. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
- You will be evaluated on the basis of your level of competency in the following areas:
- Child and Youth Services
- Instructional Delivery and Learner Development
- Special Needs

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)

**Education**:
**Additional information**:

- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
