**Duties**:

- Serve as a Cyber Security Cooperation Program Manager (PM) for bilateral engagements with African partners.
- Manage development of guidance, solicitation of program proposals, review and revision of program proposals, coordination with the Regional Engagement Divisions, Components and Combatant Command (COCOM).
- Employ knowledge of basic laws/regulations related to the programs and the intent of the program managers to conduct direct coordination with Joint Staff, Office of Secretary of Defense, Defense Security Cooperation Agency.
- As a Cyber Engagement Planner, ensures effective management and implementation of the command cyber capacity building program, in alignment with the Command Campaign Plan and broader Building Partner Capacity (BPC) initiatives.
- Make recommendations to partner nations on cyber initiatives.
- Align cyber-BPC efforts with country campaign plans.
- Consult/Coordinate with U.S. government agencies, embassy stakeholders, and Ministry of Defense (MoD) officials, responsible for cybersecurity policy and strategy, to assess the key cybersecurity needs of Partner Nations.
- Based on cybersecurity needs assessments - formulate and implement the cyber capacity building strategies for said partners to maintain the stability of cyberspace.

**Qualifications**:

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment. **Specialized and Other Experience**:One year of specialized experience which includes: (1) Serving as the Program Manager (PM) for Cyber Security Cooperation for assigned countries throughout a joint activities (e.g. AFRICOM) Area of Operations (AOR); (2) Developing Combatant Command policy, planning, and program and implementation guidance for security cooperation; AND (3) Assisting in synchronizing the cyber security programs with other funding sources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
- The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
